| The Outer Rim Judicial Forces Modernization & Rejuvenation Act
The Judicial Forces are to become what they are able to be most efficiently at their present numbers and force sizes; acting as strong and decisive rapid response forces for both humanitarian crises and active military threats. This is a blessing as with such a small force patrolling the whole Rim was a farce as many worlds saw when they stood alone against piracy on the trade lanes. The TDF though will be obliged to follow the orders of Commissioned Officers of the Judicial Forces on a tactical basis, or many be deputized to aid in Republic law enforcement for a mutually agreed period of time if required.
The following assets will be sold to the Trade Defense Force who will be taking over the primary duties of Patrol and Interdiction for us in the Outer Rim due to them having literally hundreds of light craft and heavier patrol cruisers well up to the task of controlling the space lanes:
- Access to the data from the Outer-Rim wide network of Sensor Arrays placed at hyperspace stopping points throughout the Outer Rim. Allowing them to track and trace ships suspected of piracy. - The majority of the Judicial Forces docks, those not required by either Rapid Reaction fleet on the Rim (many unused and mothballed, dilapidated or in decay) are to be leased to the Trade Defense Force for fifty years at market rent. Judicial Forces will still be able to use these bases.
The Trade Federation has offered the following craft to help make our operations easier, but will be crewed by Judicials: -1 Nautilus-class Transport Liner - When suitably re-fitted with more advanced repair bays it should be able to repair anything up to frigate size in its massive Hangars, perfecting the craft as a repair ship that doesnt need to stop. Also allows for quick evacuation in a civilian crisis or redeployment of Republic friendly units to trouble spots when needed*. - 1 Lucrehulk-class Core Ship - To act as a mobile HQ, final stage training facility, hospital ship, evacuation craft and Humanitarian Aid delivery craft.** - 4 Druckenwell-class Automated Hauler*** - A perfect fuel-cow to meet at a preset rendezvous and resupply the repair and resupply tenders for the fleet without risking crew.
* Modified gratis as a donation from Alderaan Royal Engineering **With funding for this Humanitarian Aid and Hospital sections (as well as any other mercy-related systems) being funded by Humbarine by voluntary subscription. ***Trade Federation donation.
There is a need to add a modern edge to the Judicial Forces ships in the Outer Rim, so funded from the above. We will seek to purchase the following, for the good of the Republic.
To be Produced at Rothana & QOM (under license) - All Invincible-class Dreadnaught Heavy Cruisers (three) in the Outer Rim Judicial Forces shall be upgraded to Indomitable-class Dreadnaught Heavy Cruisers as the design is obsolete. - 2 Xenvaer-class Carriers shall be commissioned (to be distributed to the two rapid reaction fleets) each to carry 72 Judicial Lancets. - 4 Nebula-class Protection Frigates shall be commissioned to carry A6 Fighters.
To be produced by Kol Huro Shipyards or another Outer Rim Yard if it is too busy - 1 Sythe-class Carrier - Although it has a slower hyperdrive it is worth considering the cost : benefit ratio of Outer Rim produced ships such as these. QOM will construct the Lancets to go aboard. - 1 Manumit-class Patrol Cruiser seemingly designed to work with the carrier from the same yard, both of these will aid in the judgement of these yards production efficiency. - 2 Alderaan-class War Frigates (Export Model) - 2 Crown-class Armed Galleon - Fitted to corvette carrying bays can act as basic repair, rearmament and refuelling stations for Corvette-class ships.
Formal request for Exemption to the Ruusan Enforced Speed Limitations for Judicial Heavy Cruisers & Mobile Headquarters
Despite the Judicial Forces qualifying for several waivers already existing in law to the Ruusan Reforms speed requirements due to operating in constant danger areas etc I would like to request formal exemption for the ships of the Judicial Forces named and designated the Invincible-class dreadnaught heavy cruiser Jeptha Tarkin, Invincible-class dreadnaught heavy cruiser Tarsus Valorum, Invicinble-class dreadnaught heavy cruiser Steadfast to be fitted with class 2 hyperdrive to allow maximum reactivity to crises. This exemption would follow through and be taken advantage of during the upgrades.
Other
- Abolition of the requirement to attain authorization for moving forces between the Outer and Mid Rims (due to there being so much overlap in population and even polities spanning the border) will be immediate. Moving ships further Coreward would require authorization as it always has. To allow bolstering the Mid Rim if there were to be a negative development of circumstances there.
- With new modern carriers coming into usage, the Captor-class heavy munitions cruiser Nomgon's Arm would be re-allocated to the Expansion Region Force.
- Sector Rangers to be required to file weekly reports of their actions to the Republic Judicial Forces. Misconduct, Lawbreaking, Intimidation techniques etc will be curbed by a new complaints procedure which will allow a petition regarding the conduct of any Sector Ranger, signed by 500 Republic citizens, to trigger an independent Judiciary Committee Sub-Committee Investigation with wide ranging powers to remove errant rangers who are "a law unto themselves"
Formation of the following units
- Formation of the Republic Outer Rim Mutual Protection Force 16 IPV-1 System Patrol Craft would be split into garrisons for worlds which might feel threatened. They would be paid for by public subscription, be deployed by the Nautilus-class' significant hangars. This force would be manned by Qualified Reservists who may be drawn from former members of local forces, TDF or Judicials (all must have been honorably discharged) alongside final year Judicial Forces Fleet Academy Cadets under serving officers of the Judicial Forces. Under the purview of Rapid Response Fleet South for use mostly in areas near Hutt Space.
- Formation of the "Tracker Squadron" under the purview of the Commanding Officer of Outer Rim Rapid Response Fleet North but autonomous of their organization. Carrying aboard a Republic Intelligence Cell they are in charge of delivering rapid tracking and shadowing services of dangerous malefactors throughout the Outer Rim, aiding stranded Jedi or Republic agents in distress and protecting. Only the best available in their field can serve as "Trackers" who serve a five year posting that allows them to go on to become accelerated promotion prospects and respect in any Judicial mess across the Galaxy.
Strategic Starship Reserve The Galactic Republic shall form a strategic starship reserve of ships sold off by local or Corporate fleets (or those taken as prizes during wartime, or given to the Republic) when they are offered at an 33% or below market rate to the Republic. This shall consist of no more than 30 capital ships which shall be held in a ship-store at Kuat within their yards. These craft may be leased or loaned free of charge (in emergencies) to local forces if they come under great need (say if like Duro they lose much of their fleet).
The Techno-Union has volunteered an initial contribution of three of its demonstration ships:
1 Ice-class Patrol Craft 1 Obliterator-class Corvette 1 Bireme-class Line Corvette
A force from the Republic Security Force will be posted to this ship store in addition to the voluntary assistance of the Kuat Drive Yards Corporate Security Starfleet. All vessels will be disabled with components removed that require at least three days work to re-activate and refuel etc.
Ships placed in storage must be in perfect condition so as to be ready for immediate use once components are restored.
This Act has been discussed over many weeks and has the endorsement of the Republic Judiciary Committee, the Office of the Supreme Chancellor and his Senatorial Council.
The fiscal cost of the act is estimated as minimal over a period of three years, with the better Outer Rim Judicial Forces acting alongside a growing and hard working TDF boosting trade and thus revenue across the region. Even in the short term it creates only a very minimal price to us thanks to offers of donations of much of the material and the leasing of many ports for the next few decades which will help enrich the Judicial Forces Outer Rim budget so that we estimate within five years the Judicial Forces in the Outer Rim will be generating a profit for the Galactic Republic allowing them to be a net contributor to the budget; a remarkable feat for any space bourne law enforcement service.

| I vote in favour of this and would like to thank the Judicial Committee for its warm sentiment toward the Trade Defense Force which has for so long performed tirelessly with little thanks. I believe this self-funding act will be beneficial for both The TDF and Trade generally as well as the Galactic Republic's own security, freeing it up to strike at trouble spots and intercede where we are able to identify major problems.
Naturally, the TDF would at all times be deferential and consider itself subordinate to the Judicial Forces and lend any aid or assistance which was necessary to it in time of need. As soon as the Republic has a Judicial Captain on the scene, we would always consider him to be in direct command unless he requested otherwise.
While we can help the Judicial Forces in a variety of ways without costing the tax payer a credit, we will never be a replacement for the authority of the boys in blue and furthermore are always open to cooperation with Local or Sector Ranger forces to counter threats to the trade lanes as well as the formal Judicial Fleet.

When you state, 'paid for by public subscription, are you inferring that taxpayer credits will go towards this fleet, or that worlds which specifically request their aid will be paying a fee (which I hope will be settled upon in this chamber) for their use?

I do believe there is a very clear line between the Mid and Outer Rims. While there are certain small areas where it may blur, around Hutt Space, I would estimate, I see no need to reverse such an ancient policy which the Republic has stood by for quite some time.
I am also curious as to where the monies for the production of the new vessels, their upkeep and the refits to the existing Invincible-class cruisers will come from.

| I believe our annual lease fee for use of these unused or mothballed docks which would otherwise go to rack and ruin, paid at market rates more than cover the cost of the trivial number of ships to be purchased. We support the need to allow free movement between the Outer and Mid Rim for the Judicial Forces as many nefarious groups are otherwise able to use the Rim Border as an escape from Judicial pursuit. After the initial outlay the Republic must spend to produce this more dynamic force, this annual income guaranteed for fifty years from base leases will add billions in general taxation to the Republic per anum, and frankly I believe the more capable Judicial presence will have the same effect but by cutting the loss we have to crime.
The movement of ships closer to the core would still be regulated as before, but you cant wait for a Senate vote to chase brigands, slavers or pirates... Aside from tradition is there a true reason to keep it in place? Even our Galactic Atlas talks about there being a blurred line between the two in certain regions.

| I would like to say that while I will not vote on this act in particular I must state my strident position in favour of allowing the Judicials freedom of movement within the Mid and Outer Rim. It is a simple cut of red tape which only adds security to the Republic and guarantees it's quick responses worlds get when in crisis, not "Your distress call is important to us, however we will not be able to respond due to archaic law".
Frankly, the Senate still retains control over if ships have ingress or egress of the key industrial and population centers. I'd like to here a reasoned argument against cutting this red tape which is part of why the Republic has been so lacklustre in it's response to events in the past Administrations. I would like to see the Rimward Region (Mid and Outer Rims) have a Judicial Strategy which is unified and can take on crime in both areas. The crime statistics demonstrate that criminal groups often operate across the two regions or from the other and I believe the Judicials need to be able to pool forces quickly on occasion in order to conduct swift law enforcement operations such as we will be seeking to take with a hopefully reformed Judicial Force at the earliest convenience, to break the backs of some of the nastiest and most pernicious dens of iniquity in the Mid and Outer Rims.
Essentially, I believe if you want an effective Judicial Force you need to allow it to have flexibility within these outlying regions of th Galaxy that perhaps would not be so appropriate in the more orderly and populated Coreward area.
