An Issue to Be Brought Before the Senate

| Gentlebeings of the Senate,
I have had the unpleasant contact with one Azrael Kerubiel, a being who has a lifetime ban placed on him from Republic space. For a full copy of the transcript, see here. Mr. Kerubiel has openly admitted to the attack on Lorrd, and as such, I urge full caution to all worlds dealing with this dangerous being in the future.
Furthermore, I charge the Senate to engage the Judicial Forces in arresting and prosecuting this dangerous criminal, who not only violated his ban, but instituted a cowardly assault upon a world simply to make an example on slavery. I ask you, gentlebeings of this chamber, can this be allowed to stand?

| I vote in favour of a lifetime ban from Republic space.
The Judicial Forces do not have the Jurisdiction to arrest him outside of the Republic. Nor does the Court have the right to try him for a matter which doesn't appear to be in Republic Jurisdiction (surely it's a crime on Lorrd, no republic officials involved or other republic worlds?)? It's within a Member world's jurisdiction though, so it would be down to the Republic to request extradition to Lorrd if the world he is from? If his world refuses Lorrd's request, which I assume it will.
You realize you are charging a foreign head of state with this matter? Isn't it rather tenuous to do so based on just his own word? He's clearly insane.

Which court should this be prosecuted in? Can judicial forces enter non-Republic space without permission, if extradition isn't possible?

| I believe I'll have to agree with Senator Terrawin in regards to reinforcing a ban on this odd Kerubiel fellow.
Granted, Judicial Forces cannot arrest him while he's within the Cygnus Star Empire, but perhaps they can keep an eye out for him, should he cross into Republic space once again? However, I don't consider this fellow, who is, as Senator Terrawin states, insane, to be a valid head of state.
Reasonable doubt could be cast upon his mental state and as such, making him unfit for such a position by Republic statutes, should he come into Republic space.
Be it as it may, I urge the Senate to denounce Kerubiel as a legitimate ruler, while in Republic space and to all Republic-affiliated worlds, and furthermore, see to it that overtures are made to Jamulon Tiure, who, I believe, heads the Cygnus Star Empire, of which this unseemly fellow is a part of.
Peaceful as we are, let it not be said that Baltimn is unwilling to urge caution from the Senate.

| Comment has been made several times regarding his sanity? If he did this and it's not delusion, is he fit to stand trial? And is he fit to be found guilty? Or is he not guilty by reason of insanity?

I say we kill him and spare the Republic the expense of a trial, or even bother to pay the cost of imprisonment or check for sanity.

| That is the type of thing a despotic princeling like Kerubiel would say Ryuun. Please show more decorum, this is the Senate and we are an example for the Galaxy. Calling for murder as solution to a crisis is inappropriate. Whatever is done must be within the letter of the law.
And threatening to murder Mr Kerubiel is actually grounds for his Emperor to grant him asylum, you realize that? He has the legal right to ask for asylum on the basis that he fears for his life in the Republic. Now he actually has evidence to legitimize such an argument. Please gentlemen, temper your words with consideration, this is the Republic to whom we will need to persuade the Cygnus Star Empire to transfer Kerubiel for fair trial and justice, which includes his safety.. Words like yours will impede justice if you are not cautious.

| Conjecture, Senator, not threats. I seem to find threats to the security of the Republic rather intolerable.
I don't believe Kerubiel has any grounds to seek asylum from my words. An opinion is all, but your point is noted, Senator.

| I agree with Senator Ciaran's words. But that if he is a madman he gets the help he needs as an extremely sick being.. There is no justice on a being who does not have his faculties and punishing a body where the mind is absent would be silly. If mad, he should be committed to treatment. If sane he should be legally brought to account for the crimes he is accused of.
