I'd like to propose that you allow us contract to conduct the following work in your system, at a generous discount to recognize your time of need.
1. Upgrading your severely damaged Invincible-class ships to the Indomitable-class, designed in part by your own people, it'd give your fleet a more solid footing.
2. That you consider the purchase of some of our Corvette Range and even the Resolute-class Light Cruiser to give you a more combat ready and flexible defense system.
3. The fitting of defensive armament and tractor beams to all City Ships. Increased regulation on approach vectors to be patrolled by fighters already present in your Navy being split between the City ships as a picket.
We would love to help restore Duro to it's glory.
