| I'm prepared to approve of all of this immediately (with the exception of the Comms Corvette—I'll get to that in a moment) on the assumption that "for demonstration purposes" you mean to loan to other corporations or to planets under the "demonstration fleet" exemption to the Ruusan regulations (if that's the case though, it's odd that all the ships are Ruusan compliant). Bear in mind Rule 2.3 subjects any transfer of ships from one RPer to another to approval on the request forum.
If, however, you intend these ships to be used by Rothana Heavy Engineering for its own purposes, I'll need to devote a bit more time to reviewing the stats.
The reason for denying the Comms Corvette is simple enough; the image is of a canon design. I forget what it's called and I'm not inclined to look it up at the moment, but it's an Imperial ship.

| I plan to rent the ships to Republic worlds responsibly. Naturally they may be sitting -at- Rothana (the planet) if not used so could theoretically be utilized for defense by the Kuat Security present if need be.
Rothana has no plans for foreign ventures in it's own right, or on behalf of RHE. It is a world run by a company that can sell to both sides of any conflict with the current setup of the galaxy. It would be counter productive to the interests of the world (which are those of the company) to risk Rothana (and KDY by implication's) neutral arms dealer status.

| I will abide by Jace's vote to deny the comms corvette, unless, of course, you can come up with a different image? In that case, I'd be more than willing to approve, with the caveat that given enough time and enemy forces, it can still be jammed and any jamming it can do can be broken through eventually. 'Invincible jamming' makes things a little hard, though.
I like the Bireme-class quite a bit, but as a 200 meter corvette design, I'd rather see it as a dedicated corvette with its current stats minus the fighter compliment, or with the compliment at the cost of current weapons and hull integrity to represent the addition of space.
The Ice-class picket ship is rather sexy. Quite fond of it, actually. I vote to approve it, pending Jace's take on the speed.
The Obliterator-class I am a little iffy on. People keep talking about the Great Peace, etc. and I don't quite see where the need for a 'siege corvette,' especially if marketed as such, would be needed; certainly one with the purpose of attacking fortified worlds. Armament-wise I see no major issues. However, Jace's point stands about any number(s) of these ships being present at Rothana. Having one each 'on hand' makes for a decent small defense force in and of itself. Does Rothana currently have a fleet?

Bireme Class
Reasons to consider approval with no futher delay: It's weaker than the Maurauder-class Corvette in absolute gunnery terms, is slower, handles worse and generally fails as a Corvette in itself while hoping to contribute to a Taskforce by being a useful addition to fleets who can't afford Frigates in large numbers but want to be able to fight a setpiece engagement.
Pros: Solid ship, Option to use as pocket carrier, able to support larger ships in the line of battle better than most. Solid, simple to operate.
Cons: Extremely slow (Cruiser-slow), Unable to fulfill usual corvette role. Effectively a "Line Corvette" in that it is designed to participate in a supporting role to larger ships in fleet engagements. Side facing main guns mean it can't effectively engage other corvettes and risks being outmatched by ships reliant on turreted Turbolasers.
Rothana Comms Corvette Reasons to consider approval with no futher delay: It's an expensive and useful but fragile thoroughbred, expensive to buy and maintain only serious fleets really should have a utility.
As a concession I would propose it can at any one time either jam, intercept (with mutual consent or mgmt approval) and transmit communications, with the following resistance to jamming.
Jamming: In Jamming mode the ship can jam one planet or up to 10 design built military capital ships. Above this number the Jam is not indefinite and will fail after 3 turns. Transmitting: In Transmission mode the ship's high powered comms array simply overpowers most jamming. It is able to break through a jam from up to 10 capital ship military jammers (only purpose built military ships are considered well enough equipped). Any number above this and the comms will be stifled out in 3 turns or immediately if the number of suitably equipped capital ships Jamming the Corvette is 15 or more. ECM: The arrays can be used by skilled droid teams to disrupt enemy targeting and is able to misdirect missiles to a degree, confuse opposing sub-capital ships instruments and generally irritate the enemy in battle. This is an infant technology and as yet unproven in battle. As part of this, if both players agree or Management approves it, they can attempt to hack the enemy's comms codes and so be able to place malware in their systems. Jamming the ship's comms jams the ECM suite likewise.
Pros: Fast, Provides Fleet Support Servies, Excellent Electronic Warfare and Countermeasure Facilities.
Cons: Hull is not as tough as many Rothana designs. Electronics vulnerable to unshielded ion damage. Expensive. May be a target for aggressors who wish to jam comms (a standard procedure in this day and age).
New Picture suggestion for the Comms Corvette, went for a messier design which in keeping with the stats compromises on protection for speed and comms.
Siege Corvette Reasons to consider approval with no futher delay It does not unbalance the game at all. It is totally reliant upon other ships. Weapons already exist with this type of firepower, heck the Munificent's main battery has twice the gunnery of this little siege corvette. The people I think this would appeal to is groups like the Cygnus Star Empire, Allied Regions etc for their little petty differences, as well as to Planetary Rulers (especially on worlds with royal houses competing for power from their fortresses) I think there would be a call for the product. Not least of all it would be an excellent piece of kit for the Judicial Forces for storming spice baron's holdouts/stations that may have theater shields or very good deflector shields. This corvette turning up gives the criminals the message they cant hide anymore and need to come out or lose their lives. It's a weapon of law enforcement by Governments against their own petty factions as well as a deterrent to the builders of doomforts.
Pros: Solid ship. Excellent firepower, but firepower that cannot hit a moving target unless it drove across the beam of the laser.
Cons: Weapon can only point the direction of the Hull, useless in a line Battle, extremely slow (Dreadnaught-class slow), dependent on others in it's battlegroup. Able to target stationary positions/stations only.
Checks and Balances Weapon vs Battlestations Required time to break the deflector shield of a High-Grade Battlestation with high shield redundancy - 24-36 Hours sustained volleys, able to obliterate the structure in minutes when shields drop.
Weapon vs Ships (This would require you to literally fly your ship in front of the beam Anything short of a Cruiser would risk instant destruction after the shields failed in a matter of seconds. A ship of circa 500m+ might have a couple of minutes, but why it would sit in a laser beam it can easily avoid is a mystery.
Weapons vs Planets and Structures Planetary Bombardment is pretty much a crime against sentience so the system's Computer has a Auto-Ethics Subroutine that prevents the weapon being used at full power against anything on a planet except a military fortification, natural feature or theater shield. The computer will not let it target areas it recognizes as civilian settlements or medical facilities.
Asteroids, Mountains and other Rocky Formations Possibly an application usable in mining, inconvenient rock, metal and ice formations can be blasted apart in minutes. The Turbolaser carried was demonstrated during tests to be able to liquidize an ice moon (although why you would want to who knows?)
Theater Shield neutralization time Between 24 hours and 72 hours depending on the concentration and scope of the field. A high powered "thicker" deflector over a smaller area might take longer than a more widely dispersed one. This is done by applying constant energy to the shields that causes the generators to go over their stress limit in that time. After the shield is down the targeting computer is capable of pinpointing the projector and using it to deliver a low power (still sufficient to destroy the facility) blast to the generator before it can be recharged.
Planetary Shield neutralization: This product does not have the capacity to break a planetary deflector shield. It can though be used to probe for gaps and weaknesses.
Note OOC: A CR70 could waste this thing if it doesn't have escorts. It's no warship. It's no use on it's own.
LEGAL NOTE: Possession or Lease of a Rothana Siege Corvette will require a Wavier from the Military Arms Regulation Bureau demonstrating the purpose for which the Corvette is to be used. Complete sale will only be granted approval under limited circumstances (such as to a non-Republic areas with Independent Government, (so long as they have with no outstanding differences with the Republic) or to the Judicial Forces for example). Lease for under 3 months may be approved in a Military Arms Regulation Bureau Hearing. The Corvette may not be leased to private companies unless their organization has it's own Senate Representation. Private Individuals may not lease such a craft or subcontract it from a leaseholder. Only Planetary Governments (not continental or sub-continental ones), certain Corporations of the highest standing, repute (and as aforementioned a recognized Senate Delegation), Sector Governments, Independent polities at peace with the Republic may apply for a lease. Homing Devices must be Hard Wired into the systems of each vessel leased, with both the Freeholder and Republic Judicial Forces able to monitor it's location. Owners or Leaseholders in the Republic should note taking such a vessel out of Republic space is considered export without a license, to export such a machine without a license risks indefinite imprisonment and an unlimited fine.
The underlying Principle is that the Corvette should be an instrument of law enforcement (to allow worlds to defend their citizens from errant nobles in insane fortresses that we often see spring up across the less civilized areas), as a civil defense mechanism (perfect for obliterating asteroids and errant comets if properly aligned), and finally as a tool not of destruction but of casualty minimization. It is designed in a combat sense to bring down deflectors quickly and so cut out the cost in lives in a long siege (indeed many will surrender when their shields come down on the basis they no longer feel secure). While the lower power settings on the Corvette allow for deployment of precision strikes on military targets it is urged that this is a last resort and to use orbital bombardment recklessly, negligently or excessively even if it does not result in loss of civilian property or life, there is a high chance of an investigation being launched against the one holding the lease. Such an investigation may or may not recommend prosecution but is charged to the account of the leaseholder. As the charge for this service is 5,000,000 credits (not to mention the irritation of suspension of the lease) it is hoped that fiscal prudence will breed moderation.
Rothana's protection/demonstration force Rothana has two Frigates recently approved. Hopefully also four of these will get through too giving me two pocket Frigates and Four Corvettes in the Rothana Demonstration Fleet.
However, these aren't Rothana's fleet, they are RHE Demonstration ships to be leased by worlds. KDY Corporate Security protects Rothana itself but could call upon these craft. They are open to lease to anyone who legally can rent them, and many of the line may be available for sale. All lines will be produced as the market demands them after the initial run. It should be noted Non-Republic buyers may only buy and not lease Rothana Heavy Engineering Demonstration Vessels.
