A motion to end systematic speciesism on Naboo

On reading the Gungan Council leader's plea for equal treatment I would like to propose the following motion to redress the situation.


A Motion to Mandate negotiation between Royal Naboo Minority Government and the Indigenous Gungan Majority Leadership in order to help improve the current situation.


1. This Senate officially calls upon the Royal Government of the Naboo to enter into negotiations with the Gungan Majority Population's leadership in order to bring equality to Naboo residents of all origins, the Senate calls for bilateral public talks to begin within a week of passage of this motion.

2. If the Naboo Crown Government refuses or simply ignores our call  to enter into bipartisan negotiations then two weeks after this bill's passage, the case will be referred to Neutral Arbitration by a panel of Jedi conflict resolution specialists who will help the parties hash out an outcome. 

3. If the Naboo Crown Government refuses to attend these Jedi supervised negotiations then it will have it's recognition as the legal government of Naboo suspended until a it agrees to come to the negotiating table. In the interim the Gungan Council will be considered the provisional Government of Naboo, in this duty they shall be observed and advised by a Jedi Diplomatic specialist.

4. If the legitimacy of the Crown Government is suspended then all Naboo Planetary income from plasma extraction will be kept in frozen accounts under the auspices of the Inter-Galactic Banking Clan.

I must vote enthusiastically in favour here, I second this motion and any other motion which sets out to defend the rights of non Humans to equality, dignity and egalitarian treatment. It is ability, not species, which should determine what an individual can do. If you have a democracy it is not right to exclude certain classes of citizen from the franchise based on species (because you don't choose what species you are born into).

Thank you, Chancellor.

By Justice, Senators, I ask of you: why are you suddenly demanding of me in a single week a solution to hundreds-year-old disparities on a Mid Rim planet that is not a full member of this Republic nor represented in this Senate? Why are you threatening the people of Naboo (in advance!) in this most unfair and partisan manner? As King of the Naboo, I have encouraged my people to embrace full membership in this Republic, and the Senate would answer my calls for fraternity with this outrage?

Senator Terrawin's proposal is unjust, and I shall explain why:

• Ignorant of the facts, the proposal simply assumes that the Naboo are responsible for the political and economic disparity with the Gungans.

• (The very name of the proposal—"A motion to end systematic speciesism on Naboo"—places all the blame on the Humans of Naboo).

• It is obviously sympathetic to the Gungans and prejudicial to the Naboo. Any Republic-sponsored reconciliation process must be on terms agreeable to both sides.

• It assumes a Gungan willingness to negotiate in good faith, when in fact the Crown has received no serious entreaties from the Gungan "bosses."

Senators, your colleague from Alsakan is essentially proposing a legalized coup on the planet Naboo, subjecting me to an unrealistic 5-day time period in which to overcome ancient animosities among the Naboo and Gungan peoples and bring about the full political and economic integration of these societies, and having predictably failed to do so, Senator Terrawin shall disregard centuries of Naboo history and deny my people the right to ply their trade.

Naboo is a peaceful planet that has never had any quarrel with Alsakan, and I do not understand why Alsakan is threatening us when we're perfectly open to honest, good faith discussion and debate of these issues. Indeed, there is no greater friend to the Gungan people on Naboo than myself. I ask the Senate, for Great Justice, to do what is right and vote down this proposal.

Senators, Chancellor. 

The Most Serene Republic of Manda has reached out to open new relations between itself and the Republic, likewise the Planet of Naboo has done so in the same action; seeking better galactic relationship between itself and its neighbors. I must add however that beyond our reception and acceptance; Naboo has faced disrespect and illogical demands. Its history is not unknown to me; as many of the texts are stored in the Baobab Library. It is a long one, filled with conflict that has lasted for hundreds of years and I must agree; while a ceasastion of these conflicts needs to happen, it must happen naturally and not forced upon the people. 

This conflict between the Gungan and Naboo has lasted for hundreds of years. A conflict that you demand be forgotten about within five days or else you will begin to take action against the Royal family and the Naboo people. This law is nothing short of madness and must be prevented from being enacted. Likewise as an Independent world the Most Serene Republic of Manda can not allow for this sort of bullying to happen to those worlds whom are not directly aligned with the Republic, by the Republic. 

I caution that if this law is passed and the Republic is set on blockading Naboo; for doing nothing than having a history mired by conflict, the Most Serene Republic of Manda will stand with its Mid Rim counterpart. Any action taken to blockade the world will be met with legal and economical response in kind. I urge the Senate to look at this logically and realize that demanding burying the hatchet within five days is nothing short of lunacy; just as threatening the Naboo with blockades and action in response to their history could be likened to an Emperor ordering his legions to invade and conquer Poseidon's domain.

I cannot agree more with the representative of the Most Serene Republic of Manda. If we are serious about Naboo-Gungan reconciliation (to the extent this is any of the Senate's concern) let us make a serious proposal that is amenable to the Gungans and the Naboo. There is no such thing as "reconciliation" entirely on the terms of one side or the other. This would result in animosity for decades to come.

I also agree with Ambassador Baobab that it is very unseemly for the Republic to be forcing these terms upon Naboo, an assuming world that none of us have reason to be particularly familiar with. What interest does the Senator of Alsakan possibly have in Naboo-Gungan relations? The respect of the New Mandalorian people for the cause of neutrality (and the shared affinity for peace among the Naboo and New Mandalorians) demands we stand in solidarity with the Naboo and support both they and the Gungans in resolving their differences on their terms without bullying from the Senate.

I have never at any stage advocated a blockade of Naboo, a trade embargo is quite different from a blockade. The only way an embargo would be imposed would be if the Naboo refused to negotiate, just as they are equivocating now. Read the motion, it calls for negotiations to begin within a week to embark upon a process of Negotiating a mutual settlement, for a mutual outcome. Perhaps my punctuation was unclear and I will have the motion changed to reflect this.

The motion was submitted because I discovered that the Crown of Naboo had simply ignored the very conciliatory and pragmatic request for bilateral talks from the Gungan leader. Boss Talos, who was legitimately elected by the municipal rulers of all the Gungan municipalities in solemn Council, one in which he sits as first among equals and who has risen to his position by his heroic defense of Naboo against off-world aggression less than a decade ago.

I request also, on a point of information, the Baobab Library updates it's records. Is there a single incident of the Gungans warring against any ruler under the present Democratically elected Naboo regnal system. Indeed they have fought valiantly to protect both the Naboo and the Gungans from offworlders recently and shown their commitment to peace.

The Senator of Alsakan has the cause of equal rights for all sentient beings on a given world close to his heart, Mr Vanden. I also took a personal interest when the Gungan ruler wrote an open letter to the Galactic Republic requesting a reasonable outcome. It is in the interest of educated, civilized and freedom loving Core worlds to sympathize with and seek to help those being oppressed on a world which touts itself as peaceful, gentle and all manner of other dubious assertions.

A question for the ruler of Naboo, Mr Mercurio; why will you not enter into negotiations with the Gungan Majority when they are willing to do so and have in a letter to you and a letter to the Republic requested the most modern terms.

Have the Senators even read the kind hearted Gungan proposal? He asks only equal sharing of the planet's resources based on demographics, sharing planetary government democratically between the two groups, full citizenship for Gungans who choose to live in Naboo society. 

I would like to request Boss Talos be given the floor, he has written to me that he is happy to defend his proposals for Liberty, Equality and Fraternity going forward. He is not seeking redress of past evils and does not even wish the turbulent past to be an issue in the negotiations.

Boss Talos wants a future for his people, as friends alongside the Naboo. Living and trading together, living in eachothers polities as citizens of one world. To have a Government by the people, for the people, of the people. Not co-existence, amity.

Mr Mercurio, I beg you, allow what is requested of you, negotiation. If it fails, Negotiation with independent Jedi Arbitration that should be binding upon you.

And the motion has been somewhat re-penned to emphasize my point. I demand Mr Mercurio negotiates for equality with the very reasonable Gungan counterpart who waits in this building to negotiate with you. Alsakan opposes tyranny everywhere it sees it, Sir, and we will use every legal means to make Naboo a world of peace and equality, not whatever dark cartoon of that it is today.

You are wrong, Sir. You are poorly-informed about everything you are so confidently pronouncing upon. Allow me to clarify so that the Senate isn't misled by your ignorance.

I have seen no such request from Boss Talos. Only this very moment is my Advisory Council informing me that we have received an entreaty from him. You have abused my world and my people here in the Senate for not having responded to the Gungan entreaty, before it has even been laid upon my desk!

I haven't, because my attention has necessarily been directed to defending my people from Senator Terrawin's proposal. Any delay in the reconciliation process can be blamed thus upon the Senator of Alsakan, not my people or I. I can't comment upon Mr. Talos's entreaty because I simply haven't been given a chance to read it.

Again, I am perfectly happy to negotiate with the Gungans and consider the entreaty of Boss Talos. He is well-regarded among his people and I have no ill feeling towards him. I don't understand why he is on Coruscant, however. I am appearing before you from Naboo, where such negotiation should take place. He couldn't even have reached Coruscant so quickly unless he departed immediately upon dispatching his entreaty to me (and seemingly to Senator Terrawin also? Since the Senator has read it before I have). I will not negotiate under pressure from Senator Terrawin—he clearly is not an honest broker.

If Mr. Talos has traveled to Coruscant for the purpose of bringing unwelcome foreign pressure to bear upon myself and the people of Naboo, I can only say to him that this is in very bad faith; it is counter-productive to an honest reconciliation process and I advise him to return home so that negotiations can begin. (Considering the transit time, Senator Terrawin, I'm afraid this may take more than 5 days. Withdraw your risible proposal, Senator).

It is a fool who believes that any lasting reconciliation can come of a negotiation wherein the people of Naboo, who are perfectly happy to negotiate, are pre-emptively bullied and forced to do so by a Senate that is ignorant of the history of the Naboo and the Gungans and the thoughtful, considered pace at which such negotiations must occur in order to be successful. And I say again to Boss Talos: return home, let us talk. There is no need for a speech to the Senate as Naboo-Gungan reconciliation is none of the Senate's concern.

Cease distorting facts. The original letter requesting a better future was sent to you for consideration a week ago. Cease misleading the Senate. This motion was made three days after you ignored his people's earnest entreaties and is designed to pressure you to negotiate since you clearly had no intention of doing so of your own volition.
