Under Republic Law it is recognized that my species is sentient and fully able to experience, learn and judge as a human can. The Gungans are 72% of the Sentient population of Naboo. As a species which is largely aquatic we have been extremely generous and lived peacefully with the Naboo as they spread out and bred constantly. Still they are only some 27% of the sentient population on Naboo.
Naboo's Grizmalltt derived population is obsessed with fripperies, dress, and other general timewasting. This would be their own affair it was not that the Naboo have encroached repeatedly upon our land, sometimes with papers saying it is theirs and structures are built on our sacred religious ground. Naboo settlement is unregulated uncontrolled. No Security Officer of the Naboo Crown will listen to a Gungan Priest when a sacred grove is demolished for a villa.
Circa 50 years ago, the Naboo, embarked upon a crime agiainst Sentience, unprovoked and with an army of mercenaries at their command they fought with no honour and brought war to infants and civilians, destroying thousands of year old monuments and cultural treasures. Despite being attacked, first, we fought with honour and did not take was to civilians or burn cities, they saw as in the way of the common denominator in many human actions, an obstacle between the Naboo elite and a fortune in Plasma. For the Plasma largely in deposits under the oceans of Naboo, areas historically conceded to the Gungan people that has been used for thousands of years in a renewable manner, naturally we stood in the way of their thirst for plasma which they could turn into Republic Dataries, so my people bled. For pure greed, and even the Naboo admit it was wrong and this is why they changed the system of Government to take power from the rich elites and vest it in the people of Naboo. But it turned out that "the people" didn't mean "all the Sentients" and still 72% of the sentients are under the "Sovereign" ruler of all Naboo (or so she styles herself).
This is a Monarchy that a couple of decades after the War of Extermination launched by the Naboo and their Mercenary butchers. But which had become so decadent and rich off "their" plasma revenue that it fell to the Gungan Grand Army, which can ever be called in under two days to repel a full scale invasion of unknown origin.
Gungans bled first so the Naboo humans could build palaces from credits derived from the unfair and illegal extraction of our plasma. Naboo humans burned our sacred sites smashed our cities, and then invaders threatened less than a decade ago, their effete civilian population, as the King dithered and no doubt downed a bottle of blossom wine?
Without their mercenaries the Naboo would have been slaughtered, but the Gungan Grand Army under my Leadership protected the Planet Naboo's sentient beings, we shed blood for those who had sought to spill ours less than a generation before. We are a people who love nothing more than harmony and peace, but what is harmony and peace while the resources of our shared planet are distributed. yes we do live with relatively rudimentary technology in a lot of cases, would this be the case if the Naboo had shared the plasma they mined between all the citizens? If that had happened, this humanocentric view of us as the primitives would not be prevalent.
We do not call for revenge or repayment in monetary terms for the blood shed. The wheel of the Universe spins on and while we will constantly mouth those lost in the Naboo attempt at Genocide, we accept most of the Naboo population wasn't even born when mercenaries under Naboo command broke into my father's house and shot him down as he tried to shield my mother from fire, before she too was cut down. On that day, I truly hated Naboo, but the Jedi have a proverb.

Such negative emotions and the war against my people conducted for financial gain make me deeply sad. But I have fought alongside the Gungan Grand Army less than a decade ago and fought off invaders who sought not to take our trees and swamps, but your treasure troves, palaces and finery. And fine it all is. No, I would not call for seizing from the Naboo their property and redistributing it, to do so I would be no better than the mercenaries who ransacked my father's workship.
To ensure that Fear, that Anger that Hate and Suffering do not become an endless cycle of misery as inter-generational conflict and inequality causes a trans-generational feud that could ruin the beautiful planet of Naboo for all.
The Law to Bring all the beings of Naboo together freely into one unified bond.
A Law to build a better Future, I ask your Majesty to secure life, liberty and property for all no matter what species.
1. The Sovereign Planet of Naboo shall now no longer have it's elected Monarch as total Sovereign, she will however remain as Head of State. The Naboo-Gungan Condominium will be the official Planetary Executive and hold the Monarch's Sovereignty, regions shall retain their current Governmental setup. All decisions involving the planet as a whole will be made by the Condominium.
There will be 100 votes representing the major population groups, the largely Human Naboo with a small non-Human minority (who shall also have equal rights in law).
The Elected Monarch of the Naboo shall hold 28 votes. (Head of State)
The Boss of Otah Gunga 22 votes (Head of State in the event the Monarch is unable to perform her duties, if the monarch dies until elections are held or other emergencies.
The other Five Gungan Council Representatives shall be vested with 10% of the vote.
The Condominium may delegate any member including the Queen to oversee a specific area or project, however, decisions about Plasma Revenue distribution shall be made only by the full Condominium. Likewise the Condominium may strike down any regional law with acts to inhibit the equality of all sentient beings.
2. Race or Species shall not be relevant in citizenship. If a Gungan lives in a Naboo settlement he may vote as they do in elections for the Naboo Queen.
3. Plasma revenue shall be distributed equally to each settlement by population irrelevant of it's species.
4. The Jedi Order and Judicial Forces are requested to investigate, detect and arrest if possible any who can be proven to have been implicated in the Genocidal slaughter of so many innocent Gungans. These are to be tried in the Senate or its delegated choice of Court if they are found to be accused of crimes against sentience.
5. The Gungan-Naboo War is to be recognized s an unprovoked act of barbarity which shall be taught as such in the histories. The Massacres and mindless destruction against Gungans.
5. The members of the Noble houses which can be proven to have been complicit in the war and it's criminal conduct shall be arrested and tried in Sector Court. Any assets found to have been accrued from Gungan cities during their sacking will be returned and owning such objects will be a criminal offense. As will be retaining any profit robbed from civilians (of either side) in the war.
6. Each year the Boss of Otah Gunga shall visit Theed formally for a week at opposite ends of Naboo's orbit of it's star to express the equality, mutuality and happiness between our people that we hope can endure for centuries and eons.
