Background: The Esselian Empire is often referred to derisively as "the sick man of the Core," a shadow of its ancient glory. It's no surprise that it would spawn an insecure man obsessed with law, order, and tradition. The Esselian Empire's struggle for relevance in the post-Ruusan era mirrors Johannes Oswaldt's youthful struggle for acceptance; born on Kodasta, a planet on the periphery of the Empire, and a poor student, Oswaldt felt a need to earn his place in Esselian society. He enlisted in the Esselian Imperial Navy, where his success in the Battle of Station 1B6, the Annexation of Basho, and the Ringali Nebula campaign propelled him through the ranks. In 104 BBY, he was promoted to Admiral of the Esselian Imperial Navy. As a de facto Admiral of the Core Worlds, Oswaldt represented Esseles in war games and conferences throughout the Core, and he soon became a well-known and -respected advocate of planetary defense forces. So popular was he in the Ringali Shell, in fact, that Brentaal and Ralltiir asked Oswaldt to mediate the Perlemian Trade Dispute of 97 BBY.

The galaxy noticed Oswaldt's successful mediation of the dispute, and it listened to him as he became a voice for those in the Republic who wanted the Judicial Forces to project the Republic's power to the Outer Rim while leaving the planetary defense forces of the Core Worlds—and other "civilized" worlds such as Eriadu and Botajef—alone. This view was popular among both the Reformist and Militarist factions of the Galactic Senate, who agreed that the Republic was in danger of losing its relevance on the Outer Rim. It also satisfied powerful Core World senators whose planetary defense forces were already in the habit of ignoring the Republic's ancient, Ruusan-era warship regulations.

Oswaldt's appointment as Commandant of the Judicial Forces in 92 BBY was seen as an uncontroversial choice by a controversial Chancellor too preoccupied with scandals to form a coherent policy of his own for the Judicial Forces. Oswaldt, in contrast, had well-known views about the Judicial Forces and a reputation for personal integrity. These he brought with him into his Senate confirmation hearing...
