Petition of Colla V for Senate Representation

~A Senate pod rose unsteadily into the air, conveying Kragg and his translation droid to prominence, the smell of death following him. Kragg, large even for his species, had somehow crammed his enormous legs into the pod, leaving the poor CZ-series droid, "Zeepio," to hold fast to the pod's railing for fear of falling out. The Colicoid wore a pair of glasses and consulted a datapad as the pod assumed its position. He set the datapad aside and cleared his throat—a disgusting, guttural noise—as he prepared to address the chamber through Zeepio's translation.~

Senators. I am Kragg. I've been appointed to represent the world of Colla V in the Senate. As Chief Sentient Resources Officer of the Colicoid Creation Nest, and Sentient Resources Consultant to the Trade Federation and Techno Union (naturally I would resign these positions if I am confirmed as Senator), I am used to listening to the concerns of workers and resolving conflicts with management. As Senator, I would do the same, bringing private sector management and communications strategies to the great issues of the day. I ask the Senate for its support, and I will answer any questions you feel a need to ask.

Ah yes... Kragg.

I remember you all too well.

Gentlebeings, while I am not averse to Colla V being represented in this chamber, I certainly can't accept it being led by a Trade Federation-Techno Union bully-boy such as Kragg. I've encountered this fellow before, and he is less and pleasant, to say the least, gentlebeings.

Colla V does not have the support of Druckenwell at this time.

Senators, part of the private sector experience that I bring to the Senate was having served as the Representative of shareholders in BlasTech Industries, which has a major manufacturing plant on Senator Ryuun's planet. In this job, I met with Lomen many times. Sometimes I had to express to him the displeasure of BlasTech shareholders, it's true. But that was simply representing my people, which is what I'm here to do now in the Senate. I want to be as forceful an advocate for the workers of Colla V as I've been in the past for BlasTech shareholders, and Lomen's displeasure with me gives you an idea of the passion I intend to bring to the Senate on behalf of my people.

Senator-elect Kragg, for those of us unfamiliar with Colla V in a close-to-home sense, would you do us the courtesy of explaining your government, as well as its policies towards the main issues of the day; slavery, expansion and trade?

Considering the fact that the Senator from Empress Teta couldn't even explain what type of government she lived under, this is amusing that you're inquisitive about matters browsing the encyclopedia would inform on, but as I know Kragg has many matters to attend to let me give my perspective, having done extensive business on Colla IV and being on friendly terms with the larger companies based there.

The Colicoids are an insectoid species living in nests. The nest is the basic unit of Colicoid society (as the Hive is for for Geonosians etc) and they generally specialize into different niches, but not rigidly so, the degree of traditionality among the species is hugely variable.

As with many different alien species of the insectoid model, Colicoids appear superficially somewhat strange to us humans. Living as they do communally, having little concept of property below the nest hierarchies. They, like many species, have different "Castes" within their species, varying from workers to warriors and Queens (the breeding caste). It's best to see the Colicoids, as mentioned not as the individual beings within them, but as part of a greater whole. Truly, it's fair to assert that a nest could be considered a single organism and individual Colicoids often are accused of fairly base acts (such as cannibalism) unfairly because they consume the biomass of wounded or killed members of their nest. This is much as a human body with billions of constituent cells will often find a white blood cell consuming a damaged red blood cell, or else they may be broken down by enyzmes and recycled in part or whole.

As neurons run the brain of a human, thus the higher status fertile castes are largely the leaders in the Colicoid culture. As a species they are not utterly bound to their biological heritage having been able to deviate thanks to their immensely sophisticated technology; but many of the the behaviours remain innate. Colicoids thus often live in hive cultures, but also many hives have amalgamated and many dissolved meaning that in the Colicoid diaspora (such as Colla V) the system represents a mix of free market economics and provides much of the industrial torque for the Colicoid civilization as a whole.

They're a poorly understood species, who have been known to consume visitors or intruders (and have had diplomatic disputes over this) but never the less are highly intelligent and have a lot to offer the Galaxy. I should add, the occasions on which visitors have been consumed have been due to being unaware of Colicoid diplomatic and business nuances and should add I have visited Colla IV and V dozens of times without the slightest threat being made to me. If you arrived in the Judicial Forces HQ from a little known ship of unknown origin waving a blaster carbine and shouting obscenities, you might well be killed too, as a defensive reaction.

I believe having the Colicoids represented in the Senate we will have an unique chance at cross-cultural learning and mutual understanding, from which can spring in time a heightened trust between these honest, trustworthy and hardworking non-humans and the Galaxy as a whole. And together we can exchange cultural capital and step beyond any pre-existing prejudices.

The ruling nest of Colla V is unlikely to understand in depth (unlike Kragg himself who is more familiar with Galactic nuances) the notion of expansion being any of their business, or slaving... These social and legal matters aren't concerns for their species as they are not expansionist, are not threatened by any expansionism, and it would be a foolhardy slaver to visit the Colla System... As regards trade, the majority of their commerce is with the Techno Union and Trade Federation at present, and the largest companies on Colla IV have joined the Techno Union. So it's apparent they're open to trade with those who show the cultural sensitivity and understanding of their customs.

Gentlebeings, please. This is a farcical appointment if I have ever observed one. Clearly, Senator Lekpin asked a question of the Senator-elect, but he is instead answered, before Senator-elect Kragg can even draw breath to reply, mind you, by Senator Cynum. Does Senator Cynum speak for the colicoid nests now, gentlebeings? I don't believe it is his place to answer for Colla V's hopeful.

That being said, the Trade Federation and Techno Union already have a large voting bloc present. Do we truly want to see another corporate puppet, especially one who cannot even speak up for himself?

Senator-elect Kragg, I believe I asked you the question, not Senator Cynum.
