My proposal is a modest one, and I hope that you will take it into kind consideration. I would welcome any suggestions or recommendations in addition to what I am proposing.
I have spoken at length with the Chandrilian Council and the Agriculture Committee, and we would like to provide services to worlds in need. We will send a team of environmentalists and agriculturists to any qualifying world that is in need of assistance in caring for or rehabilitating their planetary environments and/or establishing and maintaining farm land for growth of food stuffs.
Chandrilia is prepared to provide half of the credits necessary to fund this venture, but we would ask that the Republic match that donation in order to provide this assistance to its people. We will also provide and cover all of the transportation, housing costs, and their pay along with all of their daily necessities for the teams that will be sent.
The credits will be used for the purchase of seeds, seedlings, tools, fertilizer, irrigation systems, re-terraforming (if needed), and other sundries that could vary from planet to planet.

| Wonderful!!! Most wonderful, Senator!!! I have no doubt that this would aid worlds seeking to add more green to their scenery!!! AND, I am glad that Chandrilia has brought this to light, a beautiful Senator that comes from a beautiful world, to make OTHER planets beautiful!!!! Though I do have one question! Would your planet raise taxes in order to fund this?! And to Chancellor Pryce, would the Republic be able to match Chandrilia?! If need be, Lantillies will be MORE than willing to chip into this, in either funds or being able to donate some transports!!!

Chandrila will not be raising taxes for this venture. We have some donations that have come in from agriculture companies on the planet, but most of the money is a surplus from a budget restructure that was done last year.

| We currently have two whole service branches run by the Jedi in these areas. The Jedi Educational Corps and the Jedi Agricultural Corps. Are you proposing we increase their funding? Or create a new organization?

I'd like to propose an amendment.
Adding:
"The Creation of a Development Corps
This will cause the formation of a new organization managed by the Galactic Republic named the "Republic Development Corps" which will have the sole objective of fostering educational, environmental, agricultural and economic development in under-developed or newly settled worlds.
The Republic Development Corps will have its leader nominated by the Senate, initially I nominate Senator Aine Ciaran of Chandrila for the role. It will be headed by academics and experts taking career sabbaticals in order to do work they feel is worthy.
It will be exempt from the payment of taxation on any purchases etc.
The Republic Development Corps will work closely alongside the Jedi Service Corps branches in order to provide a useful and consistent service across the Galaxy.
Types of aid offered
1. Intellectual Expertise: The most desirable option is dispatching experts to help locals improve their own situation. 2. Specific Material Intervention: The more expensive option which involves funding a whole project (be it infrastructure, irrigation, etc) 3. Advanced Assistance Project: The most drastic option which is to send a mission of experts and Jedi Service Corps members to assess and undertake serious systemic overhaul of a world if needed to allow it to improve its education, health, agriculture, environment or economy.
Finances
Funding will be by a voluntary donation from each member per year, which will be tax-refundable against upto 5% of a member's annual duties and fees.
Additional private subscription may be granted by individuals, corporations or other groups."

| Mr. Cynum, I felt it was rather clear that this is a completely separate group. The Chandrilian council and people would like to do something good to take some of the burden off of the Jedi. They wear many hats as is.

| This is a topic of great interest to me, as some of you know. Yes, it is true that the Jedi AgriCorps provides similar services. It is also true that the Republic provides financial assistance to the Jedi Order, and if that's the case, I don't see why it shouldn't match the contributions that Chandrila is willing to pay for a similar program. I agree with Senator Ciaran that the Jedi shouldn't be expected to do this alone. This Chandrilan program can only help. I vote in favor. However, I do expect that in exchange for matching Chandrilan funds, the Republic should be able to periodically review the organization's finances to make certain that the public's money is being spent as efficiently as possible.
I think Senator Kruus has an interesting idea. What I like about Senator Ciaran's proposal in its current form is that the Chandrilan program, acting independently of the Jedi rather than in concert, can help planets that are currently under-served by our Jedi friends. Nonetheless, I would like to consider Senator Kruus's idea as well, perhaps as a separate measure.
