| The Medical Expression Act
History will show that medics havesaved the lives of many service members as well as civilians throughout history! Though… it will also show that the same life savers responsible for the life-saving technics that they are trained to utilize, are also victims on the battle field! Many medics are killed while attempting to save the life of their fallen brother or sister! They carry only weapons against death; not to inflict it on their fellow beings!!! This is an outrage and I cannot stand for it! Recently, Lantillies established a Medical Corps which is at the service not only to the Lantillies Armed Forces, but also to the service of the MIGHTY GALACTIC REPUBLIC AND HER ALLIES!!! Therefore, I purpose the following:
1. Medics and Medical vessels will be defied as non-combatants. Definition will be labeled as “Individuals and any vessel in possession of Medical abilities/facilities in order to preserve life from a battlefield!” It will also set the Galactic standard that Medics and Medical vessels will not BE ARMED FOR ANY REASON!!!!!! Any weaponry issued will declare the individual a combatant and any weaponry on a vessel will declare it a combatant as well!
2. While deployed to any foreign conflict within the Galaxy, it will be known that targeting of such individuals as well as vessels, will be strictly prohibited by Republic law, and violators of this will face severe repercussions; A. Such Repercussions: - Financial Compensation to Medical member for life! - A very hefty price made as a donation of the deceased member’s name to the Republic! - Reimbursement of any Medical vessels destroyed! - Bared from joining the Galactic Republic at a later time! - Placing taxes on the region! - Sanctions to include rejection of aid!
3. This act would apply to the Galactic Republic Armed Forces as well as member military forces!
4. This act would also serve to protect vessels from any type of Piracy act. Acts of Piracy would include have the vessel being forcefully boarded and it’s crew taken hostage! A. Repercussions would include: - Any ‘pirates’ taken alive would be tried as terrorists of the Galactic Republic and subjected to the highest discipline of the law! - ‘Pirate’ agency placed on a terror list of the Galactic Republic and treated as terrorists! - Individual freed from prison would be known as a 'goodwill hunter', which would result in the equivalent of a sexual predator!
5. In short, Medics and Medical vessel must display a decal identifying them as Medical Personal!
Needless to say, I vote in favor!!!

| One question, Senator Tu'rot.
While I do admire your proposal, you are essentially stating that any medical vessels may not be able to defend itself. Because no weapons are allowed, won't that increase the chances of being attacked by pirates or foreign enemies?

| It is a MEDICAL VESSEL!!!! What is the point of having a medical vessel with WEAPONS?!!!! The purpose of a medical vessel is to save lives, not TAKE THEM!!! Medical vessels, as I would hope, are not fleet battling ships!!! They are for the purpose of support!!! To save a man and woman's life!!! To undergo galactic aid where ever they are needed!!! Medical ships and their purpose in combat is to aid those that are near death!!! Pirates and foreign enemies would attack anything for personal gain! If you looked, Senator Onasi, I have ALSO placed in repercussions in the event that someone does attack medical ships and or personnel!!! Please re-read the proposal a little more carefully next time!!!!

| I object to the phrase "to save a man and woman's life" and request that Senator Tu'rot refrain from Human-centric language in the future. A medical vessel whose purpose is to save Humans, and only Humans, would be a disgrace to the life-saving profession.
But I am in favor of the bill itself (though I don't understand why it was necessary for Senator Tu'rot to shout the entire bill at us. I feel sorry for the Bith delegation and the other species in the chamber who have sensitive hearing). Senator Onasi, it is important for medical ships to be unarmed so that, firstly, there is absolutely no justification to shoot at them, and secondly, so that they can't be used as warships or troop transports. However, medical vessels should have squads of marines or private security on board to repel boarders—especially pirates, who often target medical ships for their valuable medicines (and probably won't be scared of this bill. Nonetheless, I do support the bill's strict penalties for piracy).
