Election to the Judiciary Committee

Gentlebeings, tonight I am announcing an election. (No, not the one you're thinking).

I intend to appoint Admiral Johannes Oswaldt of Esseles to replace the retiring Admiral Pendergast as Commandant of the Judicial Forces. Yesterday, I told this to Senator Faris, who has been a fantastic Chairbeing of the Judiciary Committee since I appointed him last year, and who has been the target of unfair criticism for refusing to participate in the Dathomir witch hunt into myself, my finances, and my career. I'm sorry to say that the criticism has taken its toll on Senator Faris, who informed me that he no longer feels he has the credibility to chair any confirmation hearings for my appointees. He has stepped down as Chairman of the Judiciary Committee.

The Senate rules are quite clear, and I quote from Section 5, Article 9: "The Supreme Chancellor has the authority to appoint the chairmen chairbeings of the various Senate committees." However, I'm not about to appoint someone else who has to endure the verbal punishment that Senator Faris has simply for being associated with me. Therefore, I am delegating my Section 5, Article 9 authority to the Senate, which shall hold an election for Chairbeing of the Judiciary Committe on the condition that Admiral Oswaldt's confirmation hearing is the new Chairbeing's first order of business. That way, the Admiral can get the fair hearing that he deserves. I have no personal, professional, or political relationship with Admiral Oswaldt; I am selecting him for this position on the basis of his qualifications, and nothing more.

Voting will begin here, now, and be open for no less than 3 standard days. The nomination of a candidate must be seconded, and a candidate may not nominate themselves or second their own nominations.

I hope you appreciate this gesture of good faith, Senators. I'm gaining nothing from it.

I would like to nominate Zaizhi Kongming, Senator of Duro and the Duro Sector, Admiral of the Fleet, Duro Navy, Admiral of the Coreworlds, Former Commandant of the Judicial Forces. Gentlebeings, this Duros is an exemplary figure who has a wealth of appropriate qualification I have just listed. Who better than a former head of the Judicial Forces to sit on the Judicial Committee? He's recognized throughout the Core Worlds as a competent man and has direct experience in everything this Committee will supervise. I wholly and unreservedly nominate Zaizhi Kongming to this position.

I second the nomination of Zaizhi Kongming, as I agree with Senator Kruus that he is a supremely qualified being for this position, and not only in terms of his vast treasury of experience; Senator Kongming also has the integrity and shall have the independence that the Judiciary Committee so desperately needs. It's my pleasure to second his nomination and to vote for him as Chairbeing.

I am humbled by the trust Senators Kruus and Finbar have shown in me, and Accept their nomination. I thank both for this opportunity and honor, and will not disappoint their faith in me as a leader. I will, of course, honor the Chancellor's condition, in beginning the confirmation hearing of Admiral Oswaldt as the new Commandant to replace the Acting Commandant, Captain Kant, who has led in this time of transition with distinction and honor.

Please tell me how you would go about handling the Jedi Order, would you give them the reigns or would you seek to retain oversight?

What do you believe are the limits upon the power extended to the Judiciary Committee? And what Powers?

I'd like to see his opinion on these matters promptly before voting.

Well, Senator Turot, I believe my past is more than public at this point in time, but to give you a brief overview, I served a career in the Judicial Forces, following my education at the Carida Academy, and brief service with the Duros Navy, and rose within the Judicial Forces to become Commandant. During my time in the Judicial Forces, I focused on efficiency, training reform and implementation, as well as corruption busting. When a newly-elected previous Chancellor removed me from the position of Commandant, I returned to the Duros Navy, being recommissioned as an Admiral; with my world eventually supporting my elevation to an Admiral of the Core. Shortly after returning to my homeworld's service, I entered the Republic Diplomatic Corps, becoming an Ambassador and one of the Republic's chief negotiators for many years until entering the Senate, eight years ago; and I must disclose, that I have never held a committee seat, let alone the chair.

Senator Terrawin, in regards to the Jedi Order, it is my belief that what we can and can not do in dealing with the Jedi Order is rather restricted by the Ruusan Reforms. Ultimately, they are responsible to the Judicial Department and the Supreme Chancellor, directly, with the Senate having little authority; and I should clarify that they still maintain their independence as an organization. From my reading and knowledge of the Ruusan Reforms, while we, through the Chancellor and Judicial Department, have the ability to approve or disapprove of their actions, ultimately the Jedi have total oversight over their affairs. To change this would require the nullification of the Ruusan Reforms, something I doubt many, if any, of us wish to see.

In regards to the Committee, I believe that it serves as both a body of advisement and guidance to the Juducial Department, and in essence, the Jedi Order, stepping in to lead only when necessary and constitutional. In addition, the Judiciary Committee must be an advisory body to the Senate on all legislation as to its legality and possible implementation, and any issues resulting thereof.
