A Resolution Condemning the Slave Trade & Keeping of Slaves

We the Senate of the Galactic Republic;

Expressive Clauses

Reaffirming its present law and standing resolutions regarding the trade in chattel slaves and the Illegality of holding sentient beings as chattels throughout the Republic.

Recalling the consistently firm line against holding others in chattel slavery, the Trade in slaves and forcing others into the status of chattels, pursued by the Galactic Republic since at least the time of the Ruusan Reformation. And that it has ever been in the mandate of the Judicial Forces, the Jedi Order and Individual Worlds to act to prevent the slave trade or holding of slaves.

While noting the advances made for the protection of those at risk of slavery, particularly in the areas of advocacy and the development of norms and standards within the Core, remaining deeply concerned over the lack of overall progress on the major issue of Outer Rim Slave Trading and that which goes on in space outside of the practical control of the Galactic Republic, where parties to conflict continue to violate with impunity the relevant provisions of applicable Republic law relating to the rights and protection of sentients.

Recalling the responsibilities of Members to end impunity and to prosecute those responsible for genocide, crimes against humanity, war crimes and other egregious and multitudinous crimes perpetrated against sentients of all varieties.

Reiterating its primary responsibility for the maintenance of Galactic peace and security and, in this connection, its commitment to address the
widespread impact of Chattel Slavery and the wider Slave Trade, such as it is, within the Galaxy.

Underlining the importance of the full, safe and unhindered cooperation with the Judicial Forces and Jedi Order and other forces of the Law investigating Slavery.

Active Clauses

Strongly condemns all those who keep beings as chattels, or who deal in them, or who force them into this status.

Recognizes and Declares that the illegal trade in sentient beings within the Galaxy is a crime against sentience in itself, in a rhetorical and moral standpoint. However, we further recognize robust criminal law currently exists to punish crimes involving this trade and so does not believe that unless a coordinated conspiracy can be found and arraigned for the trade that charges should be brought as "Crimes against sentience".

Requests that the Supreme Chancellor consider the viability of making any offense connected to chattel slavery a federal crime, and propose legislation to make it so if such an action is practicable.

Expresses it's regret and fellow feeling for all those unfortunate beings held illegally as the property of another.

Decides to allot funding from General Taxation for three new Judicial Force Sundered Veil-class Corvettes to be used exclusively to counter the Slave Trade within Republic Space.

Suggests that the Republic Security Force sets up customs stops on the major routes out of Hutt Space into Republic Space and monitors traffic for illegal contraband (especially for slaves).

Grants all branches of Republic Law Enforcement to conduct searches for sentients held illegally on entry and egress from Republic Space, without a warrant from the Republic Courts.

Calls upon all Members of the Republic, and all Allied Regions to do all they can to end this abominable and illegal traffic in life as soon as it may be effected.

Takes note of the diverse cultures and backgrounds involved in such a Galactic matter and urges all parties to show understanding and assume good faith from their peers who may have very different social, economic, political or physical conditions than the average human.

Acknowledges that many species have forms of labour which might be considered slavery. And that many human cultures have institutions (such as marriage) which may verge on the definition of slavery. Thus it is requested that all parties bear in mind the sensitivities and sensibilities of other cultures when striving to combat the trade in sentient beings.

Definition:

Chattel Slavery/Slaves: A civil relationship in which one being (the Owner) has absolute power over the life, fortune, and liberty of another being (the Slave), and may dispose with them as he would any other property. That is to say sell, lease, inherit etc as you would any other property.

Slave Trade: The transfer of a being from the ownership of one owner to another as if the being were property.

Slaving: The act of illegally forcing another into the status of a Chattel Slave.

The Trade Federation supports the spirit of this Resolution.

However we oppose:

On the basis that the Judicial Forces and Jedi Order are already amply funded and provided with forces, and have ample reserves to call upon from Planetary Fleets not to mention the Trade Defense Force (if they wished to do so). We believe it's better management needed at the Judicial Department and the Jedi Order that will combat slavery, not more money for an already well funded department.

I thus abstain.

Druckenwell chooses to abstain, at present, from this particular bill at the moment. While I believe in the spirit which Senator Kruus is attempting to do, we do not want to be too hasty, either.

I don't find the resolution to be too hasty. In fact, it is arguably the more restrained of the dueling anti-slavery resolutions currently before the Senate. Although I'm partial to this one, Metellos is prepared to vote in favor of it only if the term "instructs" is amended to "recommends." The term could be interpreted as something more than non-binding, and doesn't seem to fit the resolution's otherwise advisory tone.
