Outrage on Cygnus Prime

Senators,

Today the known Criminal Jamie the Hutt took grotesque advantage of an accident which caused the death of the ruler of the world world (if we are to accept the death as an accident and not espionage) and declared himself as the sovereign of our ancient Empire. For generations have we sought the friendship of the Republic as an equal and valued trade partner. While the Empire is less in wealth than it once was. 

Thus you will doubtless respect our right to rule ourselves and be free from a foreign thug imposing himself upon us. I would like to issue a request that the Galactic Republic forms a coalition of its worlds and uses military force if need be to remove this criminal before he commits further outrages. Do not stand idly by.

This could be your world next! Would you let the Hutt hegemony keep expanding beyond the agreed borders of Hutt space until all freedom is choked from the Human Galaxy?

The Trade Federation is gravely concerned with the potentially inflammatory situation in the Cygnus Star Empire. We call for the restraint of all parties and the use of moderation from all involved parties. We take no official position to recognize the new regime until events are eventuated but neither do we preclude the possibility we will do so as the days go on.

We do call upon the Republic Senate to consider which actions are best and write a firm but fair letter to Jamulon Tiure if need be stating our objection to his actions and informing him why we hold those principled objections.

When will the Senate wake up to the very real hell of the worlds scattered around Hutt Space that lack proper law and order? The Woodkirk Dynasty were petty tyrants who abused their position to milk profits into private accounts, too often spent on high living in shopping streets on Coruscant and across the Core. And WE let them Senators, this Senate is complicit by permitting the Allied Regions a far too great a degree of discretionary authority. 

We must take responsibility now Senators, extend Republic law across all regions, allied or member and require their governments to comply with the principles we all stand by or let them claim no alliance with this Republic and let them be sanctioned into conformity. The Cygnus Star Empire is a border state between us and the Hutts. Let us give Jamulon Tiure the choice of either following my proposal to all allied regions, compliance with all articles of Senate law as a milestone to membership or else admit his coup is an extension of Hutt space, and so an invasion of Republic Allied Territory by Huttese forces. 

I should add, this being is already banned from Much of the Republic and has Republic Federal Cases pending against him for his petty criminality, we must be firm with the Hutts and not give an inch, lest we lose a lightyear. Alsakan will offer a billion credits in annual developmental aid to each region (including the Cygnus Star Empire) if it agrees to be bound by Republic law and brings us a plan with a scope of no more than ten years in which it promises to move toward a full membership of the Galactic Republic.

I agree with Senator Terrawin's assessment of the Tionese regime of the late Emperor Woodkirk. But has it occurred to the Human members of this body that the "very real hell" that is experienced by the people of the Cygnus Star Empire and other "buffer worlds" in the area of Hutt Space, is due to exploitative Human regimes that are unrepresentative of the predominantly non-Human population of these worlds?

The criminality of the Hutt Cartel concerns me. It concerns us all. But this doesn't mean that all Hutts are criminals or that Mr. Tiure himself is. His methods may have been less than democratic, but they were no less democratic than the Cynus Star Empire's former, Tionese regime. But even if his methods are not democratic, perhaps his results are? The Cygnus Star Empire, situated so close to Hutt Space and sharing with the Hutts and other species of Hutt Space a common history, is now ruled (it appears) by a Hutt. No doubt the Tionese delegation is displeased, but is this really so intolerable to the rest of my Human colleagues? I defy you, Senators: why?

Gentlemen and beings, you haven't heard from me on this subject because I've taken a "wait and see" approach to this apparent coup in the Cygnus Star Empire. In the intervening week, I have come to the conclusion that Mr. Jamulon Tiure, whatever else he may be, is not a danger to the Republic at the present time. Many questions remain about Mr. Tiure and his connections to the Hutt Cartel, but as I listened with a sympathetic ear to Mr. Eel's plea for Republic assistance, I didn't hear any Republic interest in the perpetuation of the ancien régime.

This doesn't mean that the Republic has no interest in the Oktos Sector. The containment of Hutt criminality, and the maintenance of the Cygnus Star Empire as a Republic-friendly trading partner and a "buffer" between us and Hutt Space is important to me. The people and planets of the Republic also depend on the importation of raw materials from Cygnus space. The Republic therefore expects that the Oktos Run shall remain open to Republic commerce in accordance with long-standing treaty obligations. So long as Mr. Tiure honors his treaty obligations, I see no reason that peaceful relations between the Republic and the Cygnus Star Empire need be interrupted.

However, the Republic remains abstractly in support of democracy, and thus I call upon the many relief agencies of the Republic and its worlds to help Mr. Eel and the people of the Cygnus Star Empire to insist on democracy in the Oktos Sector. For the time being, however, such help shall be non-military in nature. (I expect all Republic worlds to honor this policy). In the meantime, I've directed the Senate Bureau of Intelligence to investigate Mr. Tiure's connections, if any, to the Hutt Cartel. I welcome his cooperation with this inquiry, and I additionally call upon Mr. Tiure to release any and all of Mr. Eel's associates or other members of the former regime that may be in his custody.

This Outer Rim despotat is no danger to us, Senators. And so long as it isn't, prudence would have us continue to "wait and see," ever mindful of our options, which are many.

Gentlemen,

The Hutts understand only one thing, which is the main commodity they deal in, that is force.

Would the Supreme Chancellor authorize a show of force to be made by a journey up the Oktos Route, to the border of Hutt space near Tol Amn, and then return in peace? Just a show of force to the Hutts and especially this Jamulon Desilijic Tiure, weak tyrant as he is. I am no enemy of aliens in general, but Hutts have always been a danger to their neighbours and we must show that we the Republic Senate will stand up to petty tyranny.

I call upon any letter to Mr Tiure from the Republic to refer to him as "Mr Tiure" rather than glorifying him with any of the Huttese or Cygnite titles he has assumed.
