| The Hutt - Cygnus Treaty of Amity and Friendship
Promised on behalf of Jamulon Desilijic Tiure (Jamulon Bey of the Cygnus Star Empire)
- 10% of all goods exported by Cygnus Star Empire owned firms will be property of the Hutt Grand Council, split equally between members, to be referred to as the "Huttese Tariff" in the remainder of this treaty and to be known as the "Cygnite Export Levy" publicly.
- There will be no taxes aside from the above on trade to or from Hutt Space.
- There will be an immediate legalization of the Slave Trade, Gambling, Usury, Bloodsports, Prostitution and Drugs in the Cygnus Star Empire.
- Hutts are exempt from local law and may only be tried by the Hutt Grand Council or its appointed representative. They are immune from arrest and prosecution by local forces unless they breach crimes understood in Huttese Law.
- The Cygnus Star Empire places itself under Hutt Space as a protectorate, revoking former close relations with Coruscant.
- All Hutts of a recognized Kajidic not proscribed by the Hutt Council or their head of clan and their businesses are exempt from all taxes on themselves and businesses in the Empire.
- The Hutt Council are to be granted, on request, the gift of a palace on the capital world of Cygnus Prime or land of equivalent value.
- Cygnite Customs and Border officials will not cooperate with or aid Republic officials in preventing traffic in any goods across the border and Cygnus Space will allow Hutt Space originating cargo free passage and full discretion as to its contents as well as permitting any cargos storage in its space.
- The Cygnus Star Empire will begin instituting strict controls, visa restrictions and surveillance on any Republic officials (especially Jedi) present in its space and will eject them at the confidential request of the Hutt Grand Council.
- The Cygnus Star Empire will, on request, detain or obstruct Republic officials or those the Hutt Council wishes obstructed.
The Hutt Grand Council will:
- Recognize Jamulon Desilijic Tiure, his heirs and successors as legitimate rulers of the Cygnus Star Empire, even in the event a conflict were to erupt between Desilijics causing the death of Jamie, the Empire would pass to who he willed it and this would be enforced by the Council.
- The Hutt Grand Council will provide mercenaries where required to assure local obedience from internal uprising.
- The Hutt Council and those it represents agree collectively to protect the Cygnus Star Empire from outside attack and criminalize on penalty of exile beyond Hutt Space the making of war or attacks on the Star Empire by any Hutt or their agents who did not first seek the Council’s arbitration before taking such action. .
- An annuity of 500,000 Credits a year (presently to be withheld and paid to Jamulon Desilijic Tiure's creditors until his debts are repaid) to Jamulon Desilijic Tiure and 20 Mon Calamari, 20 Twi'lek slaves annually to be granted as official gifts.
- The Hutt Council is obliged to enforce the "Hutt Tariff" with its own ships or deputize parties to do so via mandatory inspection of outbound vessels by Hutt Council officials (to be deputized as "Cygnus Levy Compliance" officials).
- Vessels enforcing the Tariff may at any time engage Republic vessels freely if they pose a threat to the flow of any goods (including those the Republic regards as contraband) through the Cygnus Star Empire. Cygnus Star Empire ships are to report to position of Republic vessels to Huttese vessels enforcing the Tariff.
- The Hutt Council will pay for eight sensor arrays and guarantee their protection along the Oktos route to allow Hutt Space notice in advance if Republic or Jedi vessels passed toward them.
- The Hutt Council (and the Kajidics of its Council members) will have the right to establish facilities and bases inside the Cygnus Star Empire and deputize mutually approved parties to do so.
- Huttese chartered vessels will be exempt from local law as regards restriction of arms etc.
Jamulon Desilijic Tiure’s Blood Oath to Jiliac Desilijic Tiron as head of the Clan Desilijic
I, Jamulon Desilijic Tiure swear and grant on penalty of disgrace, dishonour and wandering forever as an exile, a Hutt of no Kadijic.- The oath fealty of Jamulon Desilijic Tiure to Jiliac Desilijic Tiron for twenty years or until released from that oath.
- Complete immunity for all members of the Desiljic Clan from all laws unless a Hutt is killed by the individual asserting immunity as per custom or unless they act openly or covertly against my position as sovereign of the Cygnus Star Empire or my person.
- The Sovereignty of a 1000km x 1000km parcel on any world in the Cygnus Star Empire as a fief of the Clan’s incumbent leader.
- To grant the head of the Desilijic Clan the authority to charter slave ships to take slaves from worlds in the Cygnus Star Empire so long as no more than a thousand are taken annually, that they are taken from worlds outside the Cygnus System (permitting the Navy to be remain ignorant).
- The right to grant three planetary governorships to Desilijics, either as a position withdrawable or as heritable grants to Clan members.
- The right to name up to two Desilijic Hutts to the peerage of the Cygnus Star Empire anually.
- My word to grant preference above all others to Desilijic Hutts in contract grants and in granting sinecures.
I Jiliac Desilijic Tiron, accept this oath and grant the oathtaker the following tokens of gratitude as boons:- My support both personally and professionally, as well as my endorsement.
- The support of the Clan in all your enterprises in the Cygnus Star Empire.
- The freezing of interest owed on your debt for five years as well as forgiveness of the portion owed to me.
- Will request all Desilijic Hutts extend recognition to you as sovereign of the Cygnus Star Empire but will not penalize them if they choose not to do so.
- To cover the cost of the mercenary “Soaring Eagle Group” so often used by the Clan being deputised into your personal service at my expense for up to sixty days a year.
- The service of forty of my Gammorean guards as your oathbeings.
