Development of a new drug request

| This may seems like an odd request, but here goes.
Netan is the sort of person that's always looking to gain profits through several means. As I mentioned in my original request regarding PSTR, Netan and his organization would gain profits through several illicit activities. This request would have to do with one of the activities, them being the drugs. He would create a new type of drug to give himself an edge in the drug trading market. How? Netan would find a team of scientists, or at least a team of gardeners that knows extensively about plants. Here's the following list of plants that would be used to create this new drug:
Algarine torve weed
Barenth healing plant
Grey gabaki
Marcan herb
Pommwomm
Rankweed
Savorium herb
Several different combinations of any two plants picked out in the list would create various versions of a marijuana-type drug. The primary reason of the creation of this drug is because Netan figured he would gain an edge of the drug trade if he were to create a type of drug where there won't be any physical or mental harm to the body and mind. The "greenhouse project" would be established on any one of the planets PSTR had already established terrorist cells upon the original request. However, I have beliefs that it is likely this drug would be developed in as much secrecy as possible on either Jabiim or Haruun Kal. Probably Jabiim, if the next phase of PSTR operations would go smoothly that is.

| If I might make a suggestion or two?
1) I believe you'd want herbalists or somesuch over gardeners; gardeners simply... well, garden. Mow lawns and such.
I have no issue with the items in question, or the creation of the drug. However, I will note that it takes time to manufacture a drug effectively in large quantities, and even then, there is the issue with competitive drugs that people are already addicted to, Hutt control of the drug market and Black Sun control of the drug market.
I'm not trying to dissuade you from this idea; just mentioning it won't be an instant ride to greatness.
In terms of planet, I would highly suggest Jabiim over Haruun Kal. Haruun Kal isn't a good place to be in this era, and not exactly welcoming to outsiders.
