Citadel - Blackfire Criminal Elements

In previous iterations, the Citadel and Blackfire system was hard to understand due to discrepancies. As such, I will endeavor to put more into the initial request for better understanding.

The following organization is requested to have existed for the past twelve (12) years and consist of approximately six-hundred fifty (650) personnel.

Citadel

Consisting of the secretive branch which runs the cartel, Citadel is the core of the group. Led by the High Seat and a council of thirteen, they often meet via disguised hologram. The High Seat has knowledge of whom sits on the council; however, council members are unaware of their compatriots' professions or personal information. Likewise, they are unaware of the personage of the High Seat.

Of these thirteen leaders, the following attributes apply-

(2) Two are placed within the Hutt Cartel. They are not leaders of the cartel, however.
(3) Four are placed high within the Republic Senate system, though they are not senators themselves.
(1) One is the governor of Molavar.
(1) One is a high-level administrator with Czerka Arms.
(3) Three are highly placed, influential members of the Corporate Alliance.
(1) One is a high-ranking member of the Bounty Hunters' Guild
(1) One is a Sluissi administrator of Sluis Van Shipyards
(1) One is highly placed in the Coruscant Security Force's Organized Crime Unit

Usually present at meetings, though not having an official say in Citadel business are the heads of each of the three Citadel-specific branches: Enforcement, Destabilization and Support.

The Enforcement Arm

Consisting of approximately one-hundred (100) combat-oriented specialists, the Enforcement Arm regulates Citadel security, polices up any wayward members of the lower branches and acts to enforce Citadel's aims with either surgical precision or hard-hitting strikes. Selected from groups capable of keeping their silence and oriented towards combat, the Enforcement Arm traditionally operates in small cells, thereby keeping knowledge of the group to a minimum, though it is possible to assemble the entire branch within a week if a great need arises.

The Support Arm

Consisting of roughly one-hundred (100) varied species with placements in 'support' roles, the Support Arm serves to account for the finances, assets and division of such for Citadel, as well as provide locations where Citadel can exploit situations, whether they be a weak planetary government or an unguarded trade convoy. Many are placed in mid-level jobs as bankers, shipping company managers, freight handlers, minor diplomats and so forth.

The Destabilization Arm

Consisting of two-hundred (200) personnel, the largest branch concerns itself with specialized actions such as cyber warfare, terrorism, assassination, blackmail and so forth. Their primary concern is to destabilize whatever system can be exploited by Citadel, be it a specific government, the board of a company or an individual of worth. While not officially a 'combative' branch, most of their work tends towards infiltration rather than direct action.

Blackfire

Blackfire is a singular organization, consisting of one-hundred (100) semi-independent 'agents' that answer to a central figure. This figure is referred to as 'Blackfire Prime.' Blackfire Prime takes orders from the Citadel council specifically and regulates it to his agents. The agents under his command have a variety of jobs or placements; few, if any, are highly placed in government systems. Rather, their job is to buy up properties, create business for false or legitimate fronts, recruit new possible members, insert themselves on worlds with systems they can exploit in some manner and, in general, serve as the 'eyes and ears' for Citadel. However, none outside of Blackfire Prime are aware of Citadel. Blackfire is also responsible for hiring mercenaries or private security contractors to handle issues which Citadel does not want to become involved in directly.

Monetary System

Income for Citadel flows through a number of sources. On the illegal side of the house, counterfeiting, prostitution, arms trafficking, theft, money laundering, piracy and slavery are the common sorts. However, Citadel (through Blackfire) have also financed a number of small mining claims and minor companies to assist with money laundering. Recent break-ins into the spice smuggling have also been beneficial, though care is taken not to draw the attention of Black Sun or the Hutt Cartel.

So at the risk of sounding like a guy at a job interview. What makes your Citadel product unique enough to recruit these individuals?

I mean, there are over 250 canonical criminal organizations, what is Citadel's unique selling point?

Could you do a rough budget for a year of Citadel's operations? I.e. listing incomes on one column, outgoings on another, then the profit generated?

The plant in the Organized Crime Unit seems hard to explain. The CSF regularly work alongside the Jedi in sensitive matters, I don't think a criminal would easily hide his corruption under such constant scrutiny and cooperation with the Jedi Order? Or maybe he's a double agent? (That'd be interesting, someone actually having flaws in their requests.. to make rp interesting :O )

Also, how does it stay under the radar of these 250+ organizations, who have every interest in avoiding upstart groups?

Suggestion (not compelling you) but had you considered maybe taking over and co-opting a canonical organization?

Also namewise Also isn't blackfire a bit close to Black Nebula, Black Sun, Black Vulkars, Blackstar Raiders etc?

Do you think running Blackfire will be a conflict of interest with having a blood related character running (to a greater extent) Black Sun in the roleplay?

Over the course of twelve years, an organization has the pull to recruit people here and there. Citadel is what some might consider a 'long term investment. They aren't high-risk, high-recognition like the Hutt Cartel or Black Sun (even though Black Sun is publicly known, it's not necessarily 'known' who its leaders are in some cases). While payout may be slower, the capability and capacity for wider-spanning operation and a steady cash income make it a good bet to go with. In addition, the standard benefits apply in terms of helping the council members advance in their own areas via illegal means.

Do you have any idea how annoying that would be to work out? By the time I broke down everything, I'd be old and gray.

Jaller Obrim, of the CSF Anti-terrorism Unit frequently helped out, bent rules and helped break a handful of laws to help certain clones and their Mandalorian sergeant during the Clone Wars era, and he was never called out. Jedi can sense a lot of things, but I don't think someone who has no hate of the Jedi, nor a reason to harm them, and who seems just one of the normal people in the CSF would really stand out. You also have to keep in mind how large the CSF is. I haven't come across a comprehensive number, but even working off of assumption, there must be hundreds, if not thousands, of people in each unit, not counting the 'normal' CSF.

I'd be amenable to this idea, but not out of the Citadel council right off the bat. Probably somewhere lower in the ranks. Blackfire, perhaps.

Easy enough! It's small. Small and cell organizations are good. Look at the Cavrilhu Pirates, or other small groups that none of the major criminal interests took a point to become involved in because they're so small, or their reach doesn't exceed their grasp. Being relatively unknown helps.

I was trying to think of something new, but nothing popped into my head when I was making the request. I'll try to summon something out of my brainpan, but if you have any suggestions, I'll look them over.

Not at all. Quintus and Alyn may be related by blood, but there's more hate there than there are Shell Hutts on Circumtore! That being said, if one or the other crossed into anothers' territory, I suppose they'd fight it out. In such a case as that, I'd probably apply the 'win' to whomever had the superior force. Or if I played it out, it would depend on the objective, etc.

Since Jace didn't get into this. I will Approve a small criminal enterprise.. As Crime operations are basically corporations, I support either a solid Class 1 or unstable newly entered into Class 2 Corporation size. This sound okay? Plenty of time to grow it.

Well, I'm fine with it being small, but it isn't constrained to 'several planets in one sector.' It's more spread in very small areas through a larger number of sectors, but I get the gist of what you're getting at.

Just think it should be governed by the Corporation size rules.. since in principle even if illegal its a business enterprise
