From the Office of the Supreme Chancellor of the Galactic Republic, a Proclamation
Thousands of years ago, what are today known as the Senex and Juvex Sectors were settled beyond Republic space for the purpose of perpetuating the practice of slavery in defiance of the Galactic Constitution's abolition thereof. The Republic had no recourse against these slave-holders but to prohibit trade with the worlds of the Senex and Juvex Sectors, so that neither the Republic nor its worlds could knowingly provide material support for slavery, a practice which the people of the Republic were and are today right to abhor. This trade embargo has stood for centuries and will continue to do so as long as a slave economy exists on the Senex and Juvex worlds.
Mr. Alyn Stark, owner and CEO of Lorrd Engineering, Inc., has been convicted of selling arms to the worlds of the Senex Sector in violation of the trade embargo. I do not disagree with the finding of the court in this case; indeed, Mr. Stark did sell arms to the Senex, and he is guilty. However, it is my belief that Mr. Stark did not intend to violate the law, and wasn't aware that he was doing so. "Ignorantia juris non excusat" ("Ignorance of the law is no excuse"), but it is nonetheless my conviction that respect for the principle of justice demands leniency in Mr. Stark's sentencing, having sought the legal advice of his planet's Minister of Trade, who advised Mr. Stark (incorrectly) that the sale of arms to the Senex Sector was, in fact, legal.
Furthermore, I find Mr. Stark to be a man of good character who has shown genuine dismay at having unintentionally supported the practice of slavery, and who has additionally made donations to charitable causes including the Lorrdian Anti-Slavery Society and the Chancellor's Fund.
Therefore, I, Jaso Meriwether Pryce, Supreme Chancellor of the Galactic Republic, under the authority granted me by the Galactic Constitution, do hereby issue the following commutations. Mr. Stark's sentence of 10 to 16 months in prison is completely and irrevocably commuted. The fine of 40% of the net worth of Stark United Defense, Inc. is reduced to the credit value of the Senex arms sale, or 25 million credits, whichever is greater. The 6-month ban on the export of arms from the planet Lorrd is reduced to 2 months.

| In response the following statement was issued by Alsakan "The criminal Alyn Stark is hereby banned from travelling to the the Alsakan Sector, the goods of Lorrdian arms companies prohibited likewise. Indefinitely. We call upon all our ex-colonies and worlds which share our moral outlook to join our boycott on Lorrdian arms and sanction the trade in them."
