300 Metric Tons of an unknown alpha particle emitting substance in the form of dust varying in density but around that of crushed wood fire ash (it has a half life of almost one year) was dispersed in the stratosphere of Lorrd. Around a third will drop to the ground and have clumped up. This lethal fallout will cause massive numbers of deaths if not stopped.
The remaining 2/3rds is as we speak being spread across the stratosphere and will rain down invisible at a rate of around 50% per 18 months.
Then please watch this presentation I made for undergraduates. I need to lay out quite how serious this incident is. The problem is not the mass of emitter dispersed just the huge profligacy of dust into which they were predisected. Each fragment seems to weigh around 10 µg. That emitter has the potential to be accidentally reused and infect others with its radioactive taint, even once they all fall to the ground, when the wind blows dust rises and sandstorms in the deserts have the effect of churning up the sand. There is no way of keeping the particles indefinitely adhered to the ground even were it desirable to do so.
10 Micrograms of an alpha emitter can if it finds its way into or close to your body cause severe acute injuries and virtual certainty of death from complications or comorbid conditions.
Do you realize how many active doses are within that biosphere this second? Circa 3,048,140,726,400, mostly caried on the high winds of the stratosphere but the less fine ones dropping over the next couple of days as the winds carry them. Most won't encounter people even without a decontamination, but enough will to cause megadeaths.
The problem is there are too many lethal doses spread around that planet, even with the best procedures measurable percentages of the population could die.
We suggest evacuation to Lorrd II of all non trained personnel and cleanup and quarantine for two years. We propose the Republic donates a planetary shield to prevent any access by looters or other assaults. Then without people around cleanup droids can scour the ground and wait for the rest to drop from the stratosphere over coming years and then be collected.
This, the undersigned group of Scientists and Doctors familiar with the field feel it would be negligent genocide to do anything but pull the civilians out of there immediately. Noone there is safe or can be safe until the cleanup is over. We can help with a cleanup but civilians there will get ugly. The water can easily be infected, sand storms in desert areas will throw clouds of emitter back up when it falls. It is not a safe place for anyone not in a sealed environment.
