| As the author of several works of disaster management and as a visiting Professor of Radiology at the University of Duro I feel pretty well qualified to give a professional assessment. Functionally this waste dump is nuclear fallout. Having fallout is an extremely severe incident which requires every Lorrdian to take immediate action.
The precise isotope and quantity dispersed needs to be discovered and published as soon as possible, the density of the substance in the medium it was dispersed is needed too. Medical teams need to be on maximum readiness, expecting war level casualties and also severe influxes of mental health patients due to fear.
Senator Cynum stated the release was in the stratosphere. This is not good news. In the areas downwind of the deployment, and everywhere they can be blown, possibly on a map a dispersal area at least a thousand kilometers long. This area is already infected or will be immediately in the next few hours, the entire area should be put on fallout alert. Evacuation at this stage would only endanger lives. This will be the worst hit area. In this area the majority of the particles, the coarsest ones will drop. Instruct this area to seal themselves in their houses for two days, not to use mains water etc. After these two days the area needs to be scrubbed by decontamination teams, this may mean removal of all topsoil, and soon - any particles will begin to sink into the soil contaminating deeper.
The smaller particles are stuck in the Lorrdian stratosphere. They are just as dangerous but they will be distributed across the whole planet and do only manageable harm to individuals, it is largely impossible to decondaminate the whole area effected. The particles in the stratosphere will if they follow the standard for similar molecules halve in level every year.
Rivers need to be pumped through a filter to attempt to minimize alpha particles being introduced into the marine ecosystems. Once in deep seawater they are irretrievable. Fisheries will become unsafe to eat and then the majority of most species will simply die. As the Marine ecosystem constantly recycles the dead via bacteria, krill and plankton eating debris and being eaten themselves, this circle of destruction self perpetuates.
In this type of incident not all exposures will be picked up, many people will go on for years with a hot particle in their shoe or hat or chair cusion. This will cause an endemic rise in fertility problems, cancers, genetic disease, etc. It would be advisable to raise available stocks of platelets and bone marrow in medical banks to ten times regular level as a very minimal precaution. Have every doctor with sufficient iodine to blanket treat patients.
Warn citizens unexplained burns, the taste of copper in their mouths and sickness are all symptoms of Acute exposure which will need treatment. In this type of incident it would be unlikely unless close to the soutce there was rain which would concentrate the particles.

On behalf of the Ruling Houses and as current Spokesman for them, I offer thanks for the kind information and offers. Fortunately, the waste dumped was over large swaths of desert, and due to winds that day, were luckily not blown towards any major population centers offhand. We've already taken preliminary steps to keep people safe and issue alerts to this affect.
As well, Lorrd Engineering has offered to utilize their similarly designed decontamination droids (which they normally sell) to be utilized in much the same manner as which you spoke of your 'Cleanup' force offering, while teams from Lorrd University are working on atmospheric scrubbers that will, in essence and over time, purify the atmosphere from these dangerous particles.
While I appreciate your concern, I do not believe this issue is going to be as bad as most think. If, however, the situation turns darker over the next few weeks or months, the Ruling Houses may have me contact you again.

| You have circa 3,048,140,726,400 deadly flecks of dust emitting alpha particles in your atmosphere, soon a percentage will be in your groundwater, your soil, your sidewalks and sandboxes.
I have not published this fact to avoid the breakdown of law and order on Lorrd. I don't know Lorrd's population, how many particles per citizen is that?
Do you still believe evac is not necessary now?
