| I Jamulon Bey, Pasha and King of Kings declare the following to be my will and thus the law:
The Empire will impose an Export Levy of 10% on all goods leaving the Empire to be collected on departure from Cygnus Star Empire space, the Throne withholds the right to deputize enforcement of this tax that shall better the lives of all subjects.
The Throne grants itself power to grant tax exempt status (for some or all taxes) in the form of Royal Charters to individuals or companies.
The laws restricting our economy and holding it back from developing, specifically those prohibiting or regulating the transfer of sentient beings as property, prostitution, gambling, drugs and space, violent or dangerous sports and restricting the interest chargeable by lenders are all to be considered null and void.
The Cygnus Star Empire henceforth shall be considered under the protection of our friends the Hutt Council and shall be no more beholden on the Old Republic in any manner except as friends and equals in trade.
All Hutts of good family and not in banishment shall be granted free access without border formalities to our space, so that they might enliven our economy with their expending their capital upon Cygnus goods.
The Cygnus Star Empire, as an entity independent of the Republic, shall end any present law enforcement cooperation arrangements immediately.
Huttese chartered vessels will be permitted to transit and or deposit goods in the Cygnus Star Empire without being subject to customs inspection or search.
I reserve the right to grant "Titles of Immunity" entitling the bearer from immunity from arrest and prosecution (these may either be limited i.e. applicable to some laws only or unlimited in nature) to individuals or groups as may be appropriate to the Throne.
All Republic Government or Law Enforcement Officials will require visas and permits to enter or operate within Cygnus Star Empire space. These will only be granted if their trip is approved by the Government.
Foreign religious orders will be strictly forbidden from Cygnus Star Empire space along with their members who may be granted temporary visas but will be required to be attended by a Government official at all times while within our borders. Childsnatching by the Jedi is hereby abolished and forbidden.
Illegal entry or operation of any foreign official will be considered espionage and so a capital crime.
I hereby nationalize all factories sitting un-operated who have no known current legal owner.
Those nobles, military, judicial or governmental officers who refuse to swear me and my heirs an oath of Loyalty as their sovereign, are henceforth reduced from the position which they held and their serfs and subjects under them released from their oath to obey them.
Speaking ill of the sovereign or encouraging dissent shall be punishable by exile or being reduced to slavery, along with all children and the spouse of the convicted traitor.
All business and corporation taxation is lifted aside from the Export Levy.
All nobles swearing an oath of allegiance shall be exempt from personal income tax for ten years.
The crime of killing a non-Cygnus Subject (an outworlder) shall be punishable by death or being reduced to slavery.
All environmental restrictions and constraints are lifted.
I rule the Cygnus Star Empire, my word is law, obedience is life.
