I am wary of the apparent coup in the Cygnus Star Empire, which appears to have placed a Hutt "thug" (by some accounts) in a position of power there. In and of itself, the Cygnus Star Empire is neither politically nor commercially important, but as an organ of the Hutt Council, it is—or at any rate, it may prove to be—troublesome indeed. As I consider the Republic's options in response to this coup, I'm interested in what the Trade Federation's position is. I saw your statement expressing "concern," which is tantamount to having no opinion on the subject whatsoever. If the Federation has misgivings about this Hutt, Mr. Tiure, I'd like to hear them, in confidence if need be. I have said in the past that what is in the interest of the Trade Federation is most frequently in the interest of the Republic as well, and I don't want to take a course of action that is in contravention of the Trade Federation's position unless it's circumstantially necessary that I do so.

This Mr. Tiure the Hutt—for all his faults and indiscretions, he appears to have succeeded in reducing piracy in the Cygnus Star Empire at least to such an extent as the Trade Federation has been able to operate there once again. At the same time, I understand that the Federation has lodged a formal protest at the conduct of a search and rescue concern owned by Mr. Tiure. What are the implications for the Trade Federation of Mr. Tiure's coup in the Cygnus Star Empire, as you see them?

The Trade Federation takes the coup in the Cygnus Star Empire extremely seriously and is extremely concerned at this turn of events. We have misgivings about Mr Tiure's involvement in shipping practices that are highly unsafe (but which do serve to highlight the error in using smaller "low budget" shipping firms), the suit against his Rescue company for refusing to rescue beings in distress might be another concern the Republic has in addition to his disregard for common decency and good manners is as much a reason to detest the being as any other.

He's a small time petty thug who will likely be killed by another small time petty thug in due course, perhaps especially if he rocks the galactic ship of state, our practical concerns about him are relatively low. The shipping route to the Cygnus Star Empire makes little money as is, and while we will likely cancel it if Mr Tiure threatens it, that does not concern us greatly, it's restoration was more a favour to the former regime for a donation to the Federation's benevolent fund than a business action.

The Trade Federation Directorate expresses it's full confidence in any reasonable actions you determine to take with regard to "Jamulon Bey's" actions but do not propose to take any action themselves at this point.
