C.A.R.E. Commission

Senators, you may have taken note of some recent agitation in the Seswenna Sector on the subject of the Jedi appropriation of children from parents on Eriadu and other worlds of that Sector. I don't agree with this practice myself, and I have made my disagreement known to the Jedi Order in recent days. I am pleased to announce that Jedi Master Sun Tching, the Master of the Order, has agreed to suspend this practice in the Seswenna Sector while a study group is assembled to investigate child appropriation in the Seswenna Sector both in theory and in practice, and to listen to the concerns of both the Jedi Order and the people of Eriadu and make recommendations to the Senate on the issue. Hence I propose the following.

1. The Senate hereby forms a commission to, a.) investigate the legal theory and practice of the Jedi appropriation of children and other non-consenting sub-adults in the Seswenna Sector, b.) record the concerns of the Jedi Order and of the citizenry of Eriadu and the Seswenna Sector on the subject of child appropriation, and c.) make a report to the Senate including the results of its investigation and a set of legislative recommendations.

2. The commission shall be referred to as the "Child Appropriation Research and Evaluation (CARE) Commission."

3. The Senate shall allocate the necessary funds for the Commission's research and travel expenses and provide the necessary facilities in the Senate Building and Senate Landing Pads for the purposes of the Commission.

4. The Senate may vote to expand the mandate of the commission to include planets, or systems of planets, or sectors in addition to Eriadu and the Seswenna Sector.

5. The commission shall be comprised of three members, a.) a representative of the people of Eriadu appointed by Governor Elon Tarkin, b.) a representative of the Jedi Order appointed by Jedi Master Sun Tching, and c.) an additional committee member appointed by Supreme Chancellor Jaso Pryce.

6. The commission shall begin its work at such time as all three commissioners are appointed and funding and travel arrangements have been made.

7. No child or other non-consenting sub-adult shall be appropriated from his, her, or its parents by the Jedi Order in the Seswenna Sector for the duration of the commission's work.

Chancellor Pryce, because this is a matter which must await the unfolding of present events at Eriadu, I move to lay the pending motion on the table for the duration of the three day debate in Eriadu City debating the constitutionality of child appropriation being undertaken there, or indeed anywhere. The Trade Federation neither supports or opposes the practice but believes it's conclusion will render this motion either necessary or superfluous. So I would not waste further time on a motion to form a commission that may well be superfluous in three days.

We express our concern at the Eriadu situation, but also are determined that we believe in freedom in all forms, trade, speech, commerce etc and the Eriadu Convention should be allowed their freedom of speech and as it has bearing on this motion, this motion should wait until they express themselves.

I disagree. The responsible thing for Eriadu to do would be to await the findings of the commission before rushing to a judgment. In fact, I urged Governor Tarkin to postpone his convention, but he rather enthusiastically refused. I can only hope and expect that the convention now taking place on Eriadu on the "nullification" of the child appropriation provisions of the Ruusan Reformations will now be aware that the Senate is taking its concerns seriously, and that "nullification" is not necessary as a solution to the problem is quite possible within the present framework of the law.

I follow the vote of the Esteemed Senator of the Trade Federation and second the motion to table the bill for three days. If Nullification happens, yes we will need to find a mechanism to resolve the issue if diplomacy cannot. Then I will be more than amenable to this bill. In the mean time, I vote we consider before making a next move, and act with prudence and consideration instead of destabilizing the Galaxy by threatening the highly productive Seswenna Sector merely for holding a debate.

Has Eriadu even been consulted on your "diplomatic solution" Chancellor? Or are you simply pulling at strings as you feel your credibility and political future unravel?

I have been in communication with Governor Tarkin, yes. Senators, is this not an amenable solution to Eriadu's concerns? Concerns which, incidentally, I share myself, as I told Elon Tarkin personally. I'm as interested as anyone in addressing the Jedi practice of child appropriation, and additionally from preventing an ancient and well-respected world from embarking upon a foolhardy (and unnecessary) course of legal action. Remember, Senator Kruus, the question isn't nullification—or shouldn't be. It is the appropriation of children from their parents on Eriadu. Can we please think of the children, Senators?

Thank you, Chancellor Pryce. I am glad that you have accepted what must be done.

Members of the Senate, I have not agreed to the proposal set before you. I received the Chancellor's correspondence, and was to work the proposal into the Jedi High Council's deliberations for tomorrow evening, immediately following which I would have given the Chancellor the result of the Council deliberations. I'm afraid in dealing with the already tenuous situation on Eriadu as well as other issues that have come to light, we are limited in how quickly we can alter pre-set agendas at this present time; and while urgent to the Chancellor, who wishes to whisk away any possible controversy that may surround him, this is a matter of grave seriousness for the Jedi Order and one which must be take seriously and with great consideration. While the Senate may ironically call the Council slow in some matters, we do not worry about special interests, or backroom deals, or popularity, only what is in the interest of the greater good and what is in the best interest of both the galaxy and the Jedi Order as a whole. For over twenty-five thousand years, the Republic has entrusted the Jedi in all matters of the Force. This concept was reinforced by the Ruusan Reformations in which the practices and authority of the Jedi which had been respected as de facto by the Republic became de jure.

While the Senate may still approve this proposal of the Chancellor's, the Jedi will not participate if the Chancellor will force such proposals through underhanded means; nor will it recognize the conclusions of this of this It saddens me that the Chancellor does not reciprocate the same respect the Jedi Order has continually and unconditionally given him, despite no such returns, of which this is not the first, and it is my hope that this is a road we do not continue to walk down.

Master Tching, do you support the measure? I asked you this a week ago and you never responded to me. There's an old saying: "Silence is consent." As the conditions on Eriadu worsened, I had no choice but to infer your consent. I simply can't imagine that the Jedi Council and yourself wouldn't find this to be a reasonable compromise to accommodate Eriadu's concerns over the Jedi appropriation of non-consenting sub-adults. The C.A.R.E. Commission, which would represent the concerns of the Jedi as well as the people of Eriadu, would provide much-needed information to the Senate and the Jedi Council so they can come to well-informed conclusions on the subject of child appropriation in the Seswenna Sector. Surely, Master Tching, what's needed now is more light and less heat?
