| I'd like to request control of seven named settled systems, in addition 20 more unsettled systems with nothing more than gas giants and a nebula (the equivalent of the gobi desert to China, territory which expands area but no useful purpose is served)
General Economy
Manufacturing and Mining are the only industries of note. No large corporations operate significant operations within the region due to instability. Pollution has caused mass migration across the Empire and economic recession caused by piracy has caused poverty and underutilization of industrial capacity. No corporate tax. No environmental regulations. Few labour laws. Standard of living is third world in some places, resembling modern Romania or Moldova in the best places.
Mining Most worlds mined already of all large seams but smaller mines now operate.
Strip mining has destroyed the majority of the surface on nearly all worlds in the Cygnus Star Empire.
Manufacturing
Produces a large quantity of goods from local resources. Production capacity huge but underutilized for generations as exporting has been hampered historically by constant piracy from Huttese ships.
Major products: Starship parts, Agricultural plant, Paint, Lubricants, Flimplast, cheap landspeeders.

Worlds (Habitable in brackets): 9 (2) Settled worlds or moons: 3 Population: 1.8 Billion Noted features: The settled worlds are ruined by industrial waste and overexploitation of resources. Population less than 1/4th of its peak eighty centuries ago. Proportionally the huge industrial cities present are largely abandoned factories and residential areas, toxic sludge fills rivers and contaminates the drinking water, the atmosphere is extremely polluted. Radiation levels are high in many industrial areas and disease is common. Both planets suffering global warming and climate is tropical planetwide.
Phlebas System - Worlds (Habitable in brackets): 4 (1) Settled worlds or moons: 1 Population: 30 Million Noted features: Phlebas is an arid world where the cities are built in the bedrock of the desert and linked by travel tubes, the surface is dotted by smokestacks spewing toxic pollution into the atmosphere (which is no longer breathable).
Proxima System Worlds (Habitable in brackets): 6 (2) Settled worlds or moons: 2 Population: 120 Million Noted features: Proxima II is another industrial wasteland, however, the recently settled Proxima V, formerly an impenetrable jungle (still riddled with dangerous insects and insect born disease is rampant) has been settled in recent centuries by massive felling of 95% of the land. Inhabited by around 35 Million serfs denied the rights of normal citizens it produces much of the food for the Empire but is relatively unpolluted.
Horza System Worlds (Habitable in brackets): 5 (1) Settled worlds or moons: (1) Population: 18 Million Noted features: The settled moon sharing the name of the system orbits Horza Major, a gas giant. The moon is a mining center largely abandoned and is a dystopian wasteland for the most part.
Idir System Worlds (Habitable in brackets): 1 (1) Settled worlds or moons: 1 Population: 20 Million Noted features: Orbiting a dying star the cold Idiran climate contrasts with the heat of its foundries. However, only one of the many "Durasteel Cities" remains inhabited and contains 2/3 of the worlds population.
Vavatch System Worlds (Habitable in brackets): 10 Settled worlds or moons: 3 Population: 10 Million Noted features: Three small colonies on moons, one orbiting a rocky planet, two orbiting gas giants. Produces some Tibanna Gas.
Cygni System Worlds (Habitable in brackets): 4 (3) Settled worlds or moons: 2 (formerly 3) Population: 158 Million Noted features: The gateway of the Cygnus Star Empire to the Republic, decaying spacedocks, huge empty refuelling stations, habitats and factories orbit silently telling of days when trade passed through constantly, still it does have the largest (only considerable) starports in the Empire. The standard of living here is somewhat higher than the rest of the Empire and it does still have some trade pass through.
Military forces
Land forces
A small and inefficient standing army is maintained, equipped poorly and trained likewise. Do have very smart and shiny (if outdated) parade uniforms and their parades with drums banging and banners fluttering are a popular entertainment for the people. Vehicles are old and poorly maintained. Notionally a militia can be raised of all citizens but attendance at the mandatory training for the general militia is poor and only those wanting a job in it attend, active professional militia outnumbers the standing army but functions as law enforcement, all equipment is threadbare, few vehicles, uniforms scarce. Royal Starfighter Corps
Each system has between 8 and 12 starfighters from this Army that are in usable condition, all old and some lacking munitions required for combat (such as torpedoes, blaster gas etc) they patrol little and only react to incidents sporadically or when paid to do so. Pilots must be nobly born and so this is a popular branch for the younger sons of aristocrats needing a living but with no real skills. The fighters are each financed by the family who's son pilots them and are often ancient and antiquated, technical staff are employed by the Planetary Governor.
Navy
The Navy was once the pride of the Empire. Over the years it was sold off to pay debts and so the protection of the Empire from pirates was dramatically reduced. The remnants were in centuries old ships and a few armed freighters. Starfighters are not present in the Navy as they are thought to be too expensive to maintain and train pilots for.
The capital ships of the Fleet are almost always in port. The smaller ships patrol sporadically.

| I'm assuming based on circumstantial evidence and also for simplicity's sake that the Cygnus Star Empire exists more or less within the boundaries of the Oktos Sector. I think this is the same assumption we've made in the past, and if it's unchallenged, I'd like to see the Dakaret, Nirellia, Ord Wylan, and Mhalanduin systems incorporated into your above list (a simple matter of changing some of the names, since I gather the names of the systems you're requesting here are made up). I have no problem with the descriptions and the number of inhabited planets and moons. The population is problematic, however; according to the population map from The Essential Atlas, the population of this entire area (as of 25 ABY) is 1 to 10 million, or as many as 100 million if you squint.
Now, yes, that's the population in 117 years, and it could have changed considerably in that time. The most obvious explanation for such a change is a resource depletion/depopulation scenario. I'm willing to work with you along these lines, to a point. Perhaps 1 or 2 billion. But for the most part, I intend to hew closely to The Essential Atlas this time; no more Deralia-type scenarios in which the population map is totally irrelevant. (I'm directing this comment less at you as I am at others who have done this, or tried to, in the more recent past).
The rest of it looks good to me. The "army," navy, and starfighter corps are all modest and reasonable. I was reluctant about the Praetorian-class frigate because it's something of an anachronism, but it's explicitly stated in the Wookieepedia article that some of them were still in use as late as the Galactic Civil War. (Editor's note: this doesn't mean I'm going to approve of them, or the relatively younger Hammerhead-class, very often—but it fits your profile of the Cygnus Star Empire nicely).
One final note before I sit back and await the revised population numbers (and also an account, for the record, of how Jamulon came to power there): Cygnus Spaceworks would remain beyond Jamulon's control in the event this request is approved.

| Cygnus Spaceworks would remain a private venture unless nationalized (in a request).
Well take a digit off the Cygnus and Cygni Systems (so they'd be 180 Million and 15.8 as new populations respectively). I do see these shrinking as the area continues as hell for a hundred years. The number is high on Cygnus but as its fall continues its population would continue to shrink, likely further shrunk during the Clone Wars and Imperial Campaigns to repress areas in their aftermath. Yes it's a shade higher than the area around it, but I dont think being circa 100 million in 50 years time then dropping to 20 mil by the time the map is made would be unimaginable and not be much above the map figure.
