I've stricken section 12 from the bill so what was once article 13 is now article 12. Article 12 (was 13) has been modified as per your concerns.

As you are aware, Lorrd in working in concert with several worlds through several sectors to forge a new, viable hyperlane route. Part of this route runs through Thalassia.

Thalassia is, as we know, an area rife with slavers and a joint attempt is being made by several worlds to break the slaving cartel. Under your legislature, would Thalassia therefore be prevented from becoming part of this route?

Also, may I be frank, Senator Lekpin. I've the surveys of the region going back eons and there is no indication of a viable route through that region that has any advantage in speed over the conventional hyperlanes... There really is a reason they go where they do.

Do you have any proof of these worlds all falling in line behind you? Unclassified Intelligence reports indicate endemic low level criminality within the Sectors involved, but with the crime itself falling elsewhere, so it's not the worlds on your "route" that really seem to have any disposition to be anything but in their current status.... When I see a petition signed by at least 33% of each worlds residents for such a clampdown, and such an a trail being blazed then I'll be broadly supportive, even militarily supportive..

But from where I sit, it looks as if you're either being lead along by these petty criminals hoping to make money... Or perhaps this represents an attempt by Lorrd to hegemonize these worlds? That does seem a concern since it wouldn't be the first time a hyperlane has been opened into sparsely populated territory this has occurred.

So no a hyperlane wouldn't be prohibited from running through a slaving region under my act, although under common sense perhaps.. Thalassian companies profiteering off slavery would not be allowed to use such lanes though. But Thalassia isn't a part of Republic space, so what right you have to drive lanes through there over the popular opinion of the locals is dubious surely? Slave profiteers though they may be, they have their independence.
