| The Destructive Ordnance Act
Purpose- - The purpose of this act is to prevent the use of highly destructive ordnance of the non-conventional sort against the Republic and its affiliate planets.
Intent- - This act does not prevent the peaceful scientific research and development or scientific or commercial use of the ordnance mentioned in this act.
Prohibitions With Respect to Destructive Ordnance- - Whoever knowingly develops, produces, stockpiles, transfers, acquires, retains, or possesses any highly destructive ordnance for use as a weapon, or knowingly assists a foreign state or any organization to do so, shall be fined no less than one billion credits or imprisoned for life or both.
- The term 'for use as a weapon' does not include the development, production, transfer, acquisition, retention, or possession of any highly destructive ordnance for prophylactic, commercial, or other peaceful purposes.
Seizure, Forfeiture and Destruction- - The Chairman of the Defense Committee may request the issuance, in the same manner as provided for a search warrant, of a warrant authorizing the seizure of any highly destructive ordnance that:
- 1) Exists by reason of conduct as prohibited above.
- 2) Is of a type or quantity that under the circumstances has no apparent justification for prophylactic, commercial, or other peaceful purposes.
Definition- - The term 'highly destructive ordnance' means any explosive, radiative, or high-yield substance capable of:
- 1) Causing irreversible radiation damage to human and alien life.
- 2) Rendering cites, portions of cities or other parts of a planet inhospitable by reason of radiative fallout or direct explosive force.
- 3) Falling under, but not limited to, the following categories of non-conventional highly destructive ordnance:
- A) Nuclear
- B) Anti-matter
- C) Neutron-based
- D) Atomic compression
- D) Radiation
- 4) Explosive weapons (traveling under their own power or fired from some kind of device) with a yield of over 3 (three) standard turbo laser blasts shall be considered to be highly destructive ordnance and their use shall henceforth be restricted from use by planetary forces or civilians. This shall not apply to explosive charges used for demolitions, deforestation, mining etc but rather military applications only (if a question arises it shall be determined by the sector Judicial Forces Officer or his duly appointed representative).

| I suspect the Senate's silence on this bill is owing to a collective sense of deja vu. Never the less, as the bill seems reasonable and no objection has been raised to it, it would appear that it passes unanimously.
