The Biological Weapons Act


Purpose-

  • The purpose of this act is to prevent biological warfare and attacks against the Republic and its affiliate planets.


Intent-

  • This act does not prevent the peaceful scientific research and development.


Prohibitions With Respect to Biological Weapons-

  • Whoever knowingly develops, produces, stockpiles, transfers, acquires, retains, or possesses any biological agent or toxin for use as a weapon, or knowingly assists a foreign state or any organization to do so, shall be fined no less than one billion credits or imprisoned for life or both.
  • The term 'for use as a weapon' does not include the development, production, transfer, acquisition, retention, or possession of any biological agent or toxin for prophylactic, protective, or other peaceful purposes.


Seizure, Forfeiture and Destruction-

  • The Chairman of the Defense Committee may request the issuance, in the same manner as provided for a search warrant, of a warrant authorizing the seizure of any biological agent or toxin that:

    • 1) Exists by reason of conduct as prohibited above.
    • 2) Is of a type or quantity that under the circumstances has no apparent justification for prophylactic, protective, or other peaceful purposes.


Definition-

  • The term 'biological agent' means any micro-organism, virus, or infectious substance, capable of causing:

    • 1) Death, disease, or other biological malfunction in a human, an alien, an animal, a plant, or another living organism.
    • 2) Deterioration of food, water, equipment, supplies, or material of any kind.


  • The term 'toxin' means, whatever its origin or method of production:

    • 1) Any poisonous substance produced by a living organism.
    • 2) Any poisonous isomer or derivative of such a substance

I question the necessity of this bill, considering that biological weapons are thoroughly illegal as it is. But I suppose there's no reason for this sort of weapon to not be redundantly illegal, therefore the vote is now closed and the bill passes unanimously.
