| I see the Senate has a lot of ideas concerning the Manda Republic and its economy, but these needn't all be debated now. The issue before us is Mr. Baobab's admission as the representative of the Republic of Manda—many of Senator Cynum's and Senator Terrawin's ideas can be explored in the Senate, others perhaps in personal consultation with Mr. Baobab. But he needn't address them all here and now. Perhaps Senator Baobab can answer the Senator from Humbarine first, as his questions appear to be the most apropos.

| Thank you Chancellor Price, likewise I would welcome discussions in private on the matters of the economy of and its relations to the Most Serene Republic of Manda at a more appropriate time, as I agree with Senator Lekpin of Lorrd and Senator Ciaran of Chandrila that a world should not be bared on its economical, religious and philosophical means, beliefs and merits.
First and foremost I would like to address a misnomer that has continued to arise. The Baobab Merchant Fleet is not a company, its is a trading fleet organized and owned by the Baobab Family, operated for the benefit of all citizens of the Most Serene Republic of Manda; crewed and captained by a myriad of species whom use the Bocce language to effectively communicate with on another.
Likewise as it is not a company, I do not posses shares or positions within the fleet; which is held by all members of the Boabab Family. Thus I a first and foremost the holder of my title of office, as elected by the citizens of the Most Serene Republic of Manda through their voice the Senate, as confirmed by the Great Council; serving as the Executive Branch of the Most Serene Republic of Manda; and affirmed by the laws of the Most Serene Republic of Manda as enforced by the Council of Ten; The Doge of the Merchant Republic named as such, The Most Serene Republic of Manda.
Thusly this request is for such a position as to be elected by the citizens of the Most Serene Republic of Manda; to ensure that their freedoms as ensured and protected by the laws that they themselves have set forth, are not infringed upon by any delegation, law, act, compromise, etc etc; and to thus be guarded by a member of the citizenry of the Most Serene Republic of Manda to be thusly elected from the people; as the Ambassador of the Most Serene Republic of Manda, to sit within the Senate Chamber of the Galactic Republic, to safeguard the freedoms and rights as granted by the people to themselves through their laws as levied forth from the Senate of the Most Serene Republic of Manda, serving in such a capacity as the voice of the citizenry.
As for the questions levied by Senator Terrawin and your own Senator Kruus on the taxes as paid by myself and the citizenry of the Most Serene Republic of Manda; I inform you thusly that there are no taxes for the citizens of the Most Serene Republic of Manda. As it acts in the daily operation of a Merchant Republic, the citizens are thusly graced with a cut of all profits by the Most Serene Republic of Manda, a means to ensure for lower taxes to the Protected Population and Lesser state intervention in other areas of the lives and activities of all whom call the Most Serene Republic of Manda home.
Likewise as I have mentioned above, not all beings dwelling within the borders of the Most Serene Republic of Manda are thusly "Citizens" of the Most Serene Republic of Manda. While there is a portion that are, roughly 10% of the total population that are under the title of "Citizen" or therefore are a member of a dynasty of "Hereditary Citizens" there are those beings that dwell within the boards that are thus labeled as "Protected Population." whom are treated equally with all rights as laid forth through the Senate and upheld through the laws as enforced by the Council of Ten, who thusly comprised roughly 70% of the overall population of the Most Serene Republic of Manda. Likewise these beings of the "Protected Population" are granted the ability to become a "Citizen" or "Hereditary Citizen" through the moniker of "Service Guarantees Citizenship;" in which a member of the "Protected Population" is able to serve in a capacity as beneficial to the Most Serene Republic of Manda and its peoples as to earn the title, position and larger freedoms as granted by the title of Citizen of the Most Serene Republic of Manda. As such, there is also a third position, that of "Indentured." Or rather beings that have through a written and formalized contracted as agreed upon by both parties, as to for a limited time to revoke the rights of a being, so that being in question may work off the debt as accrued by said being to the other party. Thusly both parties legally and formally through contract ensure the payment of debt as owed to one being by another. Likewise even though a being may sign away their rights for a limited time, they are still protected by the laws of the Most Serene Republic of Manda and are thusly still protected to prevent any being from becoming a full time slave, or from having their contracted sold and bartered away by the holder of the debt.
As for the concerns levied towards the spice lanes, as well as spice smuggling and narcotics, the Most Serene Republic of Manda understands the dangers of such activities and has already put into place laws and regulations to ensure for the safety of its citizens. Thusly all narcotics are confiscated when intercepted, with smuggling vessels sold for scrap and earnings from such action, and likewise narcotics seized (after being tested carefully by a series of trials) are sent and used in the operations; as approved of by all beings of the Most Serene Republic of Manda; to be used in a Governmental run system of clean and safe clinics. As such as the dangers of narcotics are known, the Most Serene Republic of Manda; understanding that those who seek them out will always find a way, rather than cracking down upon those who have such an addiction and those whom only feed it in dangerous locations, sought to ensure for a safe and secure place for those addicted to; as well as offer them a refuge should they desire to do so, and quit their habit all together though rehab as offered by the system of clinics. In this way the governmental body of the Most Serene Republic of Manda, through the voice of its citizenry has thusly prevented the spread of dealers, and gang wars as brought about by the operating of gangs distributing such drugs; a means to ensure for a safe environment for those taking the narcotics, to not only ensure for their safety; as well as to prevent the likely and common overdoses. Through our system, we have prevented numerous fatal overdoses and prevented families from losing their children to the sight of death in a back alley or dirty drug den.
As for actively striking out at the spice smuggling lane, the Most Serene Republic of Manda does not posses a military force capable of such actions. All actions are thusly beyond the scope of the currently military capabilities of the Most Serene Republic of Manda; whom retains and prides itself upon a focus of neutrality. Likewise all of our military capabilities are purely defensive in nature, with the operation of a starfighter corps for personal defense of the capital and trading colonies and stations of the Most Serene Republic of Manda, while also operating limited numbers of Marines to defend shipments on various cargo freighters, with the inclusion of the Mandari Guard (a highly trained and decorated force of individuals that are trained to defend the Most Serene Republic of Manda and its beings dwelling within with their lives) only being in operation upon vital vessels, diplomatic missions and personal bodyguard activities to our own governmental members and foreign dignitaries. With the occasional use of Mercenary forces to shore up those we already posses as a situation and need calls for it.

| I spoke hastily, and I thank you for responding in such a polite and parliamentary manner after my torrent of bile. I don't generally apologise but I am sorry for my coarse and bellicose language Lord Baobab. I would welcome His Lordship the Doge of Manda, Havicl Baobab as Ambassador to the Galactic Senate, and I call upon others who spoke hastily to follow my example. Never has such courteous conduct and moderation been seen in such circumstances during my tenure here.
I hope we are able to work together to build a better relationship between all the worlds of the Galactic Republic and Manda, so mutual profit and pleasure is the result.
