I have seen in many published Republic Documents (the Atlas for example), the term "Rimmer" used to denote a being from the Outer Rim, and have also heard several fine Outer Rim beings describe this label as pejorative, and I will explain why.

Just so I might clarify. I was reading a dictionary of slang in order to better understand the youth of Humbarine who I represent. I came upon the phrase "Rimmer" which can be used to be a demonym of the Outer Rim. But can also be used to denote a being who performs "Rimming" which is a human sexual act too disgusting to describe in polite company, for the sake of avoiding prurience I will use the established medical term to describe it: "Anilingus".

Thus often people make jokes:

1. Intentionally confuse the meaning of the two. e.g. "I'd not kiss him, didn't you know he's a Rimmer"

2. To openly accuse an Outer Rim Citizen of participating in the aforementioned sexual act e.g. "That Rimmer is known for his Rimming"

3. As a derivative. A Rimmer is taken to be someone who is overly desirous of the good disposition of superiors and so takes actions to please them. This is again derived from the sexual meaning, implying the Superior would enjoy receiving the act.  e.g. "That guy bought the Supervisor Lunch? What a Rimmer."

I would like to propose the following law, just to remove it from the official lexicon. Even as a being who does not come from the Inner, Outer or Mid Rim, I find the widespread and thoughtless use of this pejorative offensive and so seek to end it's unknowing use by our officials and documents.

The Outer Rim Pejorative Demonym Removal Act

1. The potentially pejorative and suggestive term "Rimmer" will no longer be used on any Republic official document published by the Galactic Republic or any Republic Organization and should be avoided by officials of the Republic, especially when addressing the Public or Media as the term may cause offense or make a statement comedic to a section of the population, so humiliating a Republic Official or Official Publication with childish scoffing.

2. In it's place the suggested replacements are: "Rim Inhabitant" "Rimite", "Rimian", "Rim Dweller", "Rim Being", "Rimish" etc Numerous alternatives appear with a quick holonet search.

Senator Kruus, are you really bringing this to the Senate?

I would almost be tempted to argue this with you, but it would be a waste of breath.

Lorrd votes against wasting the Senate's time with needless motions.

Now Senator Lekpin, that may be a little harsh but surely you would wish a Pejorative term against Lorrdians to not be used by the Republic unknowingly.

While the motion is of little significance, it does no damage and improves people on the Rim's happiness at zero cost. I am from the Mid Rim, and this could be applied to me, do I find the idea of it being so applied pleasant or pleasing, no. Do I want the Republic to use such a term for me? No.

I thus vote In Favour of striking this obscene and offensive word for the Outer Rim's many hard working citizens from official forms. This isn't constraining freedom of speech, it's not banning the word, just stopping it being used by the Republic Government. I for one think it's a good thing the Republic is taking the time to care about the Outer Rim and demonstrates that not all Core Senators are utterly dismissive of the many beings who simply happen to live further from the Core than them.

I don't oppose this measure. I don't know if it's necessary, however; if anyone in my Ministry of State used this term on official documents, I'd call them to account. But as I say, I don't oppose the measure. It passes 67% to 33%.
