The Security of Trade Federation Worlds Act

An act to entrench the right of the Trade Federation to use legitimate actions available to any worlds Government to protect it's own worlds and the rights of it's people.


Societal and Economic Security
 
1. The Trade Federation may at any time remove any official on any Trade Federation World, from office if it is the will of the Directorate or the Viceroy or Planetary Vizier. An emergency removal may be done at the authority of the Senior Trade Federation Company Officer present in the event an official is acting contrary to Trade Federation Policy. Each Trade Federation World shall have a "Planetary Vizier" appointed by the Directorate who will be the ranking company officer present on the world he is appointed to.

2. The Trade Federation may at any time replace the Government, Judiciary or Legislature on any Trade Federation World, at the will of the Directorate or Viceroy. Replacement may take the form of a simple swap of one local office holder for another, or the Trade Federation may bring in external Corporate officers to assure good Governance.

3. The Trade Federation may at any time require a Trade Federation World to amend any law that may be in force, or immediately enact laws into force.

4. Trade Federation Basic shall be an official language on all Trade Federation Worlds. Trade Federation basic should be the language of Government.

5. Trade Federation Worlds shall submit their budgets for annual approval to the Trade Federation Directorate who may alter them as required, Trade Federation worlds are required to implement Directorate Budget Alterations.

6. Trade Federation Worlds shall not borrow or lend large sums (in excess of a billion credits), or sell assets of that scale without first seeking the approval of the Trade Federation Directorate.

7. The Trade Federation withholds the right to sub-contract the enforcement of IGBC, Techno Union, Trade Federation or other large Corporates debts against Trade Federation Worlds' governments. 

8. Trade Federation Worlds may only borrow money against their own capital and credit, and not that of the Trade Federation itself. However, the Trade Federation withholds the right to settle the debts its worlds may accrue. 

9. All shipments from Trade Federation Worlds travelling on Trade Federation ships shall enjoy insurance to it's full value, free gratis.

10. No Trade Federation World shall tax the incomes of Trade Federation Officials or any given Tax Exempt Status by the Trade Federation (Techno Union Officials and their families have this status for example).

11. No Trade Federation World shall have any import or export levy, nor shall it tax business profits, transactions, property etc.

12. The Trade Federation Directorate may levy charges upon Trade Federation worlds as and when it sees fit.

Environmental Security
1. The Trade Federation has the right to (on Trade Federation Worlds) impose it's own environmental regulation in place of existing planetary regulations. 

2. Trade Federation Worlds are exempt from all Republic federal environmental regulations or constraints on industry.

Military Security
1. Trade Federation Worlds shall not act militarily in any manner that might give a bad image of the Trade Federation.

I.E. They shall never act Militarily, deploy forces or other assets outside their space (or threaten to do so) without the explicit order of the Trade Federation Directorate or Viceroy.

2. Trade Federation Worlds shall subsidize a local garrison of Trade Defense Force ground forces and ships sufficient to protect their world, but may maintain additional forces above this level as long as it is specifically ordered otherwise by the Trade Federation Directorate or Viceroy.

3. In a combat situation or other emergency, the ranking Trade Defense Force officer shall be considered in supreme command of the Defense of any Trade Federation World, with local forces being subordinate to his authority, if no TDF officer is present then the Planetary Vizier will be considered in command..

4. Trade Federation Worlds have a right to have their security guaranteed by the Trade Defense Force and the Trade Federation guarantees to protect it's worlds from any external assault it's local forces and local TDF garrison cannot defeat.

Labour Security

1. The Trade Federation Planetary Vizier on any Trade Federation World may at any time order a plant, mine or factory shut down if it's work practices are unsafe.

2. The right to collectively bargain or form Trade Unions may be withdrawn at any time by the Trade Federation, on any of it's worlds.

3. Strikes may be allowed in some circumstances, if authorized by the ranking Trade Federation Official within the System (usually the Planetary Vizier).

4. Unauthorized strikes are to be broken up by local forces immediately. If not, TDF officers will break said strike.

5. Unauthorized industrial labour organization or industrial action are to be declared crimes on Trade Federation Worlds (with a penalty of up to a decade's hard labour).

Security of Mind
1. The Trade Federation Exam System shall be open to the citizens of all Trade Federation Worlds as a right, allowing any citizen with the pre-requisite talent and merit to become an official of the Trade Federation.

2. Any decision by a local Trade Federation Official or by the Government of a Trade Federation World may be appealed to the Trade Federation Directorate (who may delegate decision making as appropriate) assuring that tyranny is never present on Trade Federation Worlds.

3. All Trade Federation Worlds shall join and remain members of the Association of Free Trade Worlds to have their interests represented.

4. All Citizens of Trade Federation Worlds shall have the right to free movement and abode on all other Trade Federation Worlds unless exemptions are decreed by the Trade Federation Directorate.

5. All Citizens of Trade Federation Worlds shall have the right to apply to the Trade Federation for arbitration of any contractual matters between locals, local corporations or local Governments.

Definitions

Trade Federation World

Any world acknowledged as being under the auspices of the Trade Federation to the extent it is recognized universally as being an affiliate world of the Trade Federation.

These include but are not limited to:

  • Enarc
  • Eos
  • Koru Neimoidia
  • Maramere
  • Mirial
  • Neimoidia
  • Nessem
  • Sucharme

Naturally I see the wisdom in this. If the Trade Federation is the sovereign of an area it ought to be granted the explicit rights of any other sovereign contained herein.

Resolved then I vote In Favour of this Act.

Senator Cynum,

While Druckenwell is indeed a world affiliated with the the Trade Federation, there are several points that my cabinet will not accept and that I, as a Senator and leader of my people, cannot accept.

Namely: Societal and Economic Security- 1, 2 and 3; Military Security- 1, 2 and 3 and Labor Security- 5. These points go completely against the allowed freedoms. Druckenwell already holds a standing defensive fleet and as a power in the Doldur Sector, we have a duty to those around us to remain with our individuality in as much as we are a part of the Trade Federation.

Senator Cynum, be advised this Senate has no right to surrender to the Trade Federation the governments and laws of Republic worlds. Only these worlds themselves may choose to do so in the form of a Senate-ratified treaty. Republic worlds have rights that aren't for sale in this Senate. I have consistently supported the Trade Federation voting bloc, but this is simply too much. I join with Senator Ryuun—himself a supporter of the Trade Federation—in voting against this despotic bill. It is contemptuous of the principles of this Republic and I urge you to table it; it is not a treaty and so does not belong in this chamber.

This is the most despicable piece of legislation I have seen in my nine standard years of sitting in the Senate. The Trade Federation has reached far beyond its station and charter, and is now attempting to place itself, a corporation, as the despotic, oligarchic government of any world it has a presence on. Need I remind the Senator of the Trade Federation that this is the Republic which he serves, and not the Sith? Or perhaps he believes this is the government of Xim the Despot?

This act does nothing to protect Trade Federation worlds, or their peoples, or trade; it merely serves as an instrument through which the Trade Federation can set up a trade-based galactic empire, and annihilate any dissent against it. We even see one of these worlds stand up against this bill. If those who will actually be effected by this bill, stand staunchly against it, what does that say of the legislation?

This is immoral and not the work of a Republic member. Senator Kruus and Senator Cynum, should feel utterly ashamed with themselves for proposing this legislation. You are enslaving the people of these worlds, and they deserve so much better. I only hope these worlds have men like Senator Ryuun to stand up to the Trade Federation and its power play, as he has here.
