| Vladimir Ulyanov, known to his comrades on Baltimn as "Yuri," had come a long way for this. He didn't have a vote in this convention since he wasn't from Eriadu (the purists among the Eriaduans present would consider the Sigilian to be half-blooded, at best), but the people of Eriadu were standing up to the Jedi, those decadent enforcers of capitalism, and Yuri knew he had to be there. He had departed Baltimn the moment he'd read of this convention a week ago, and now, he was the first to speak. "What gives you the right to steal our children from us?!" he shouted at the Jedi Master at the podium.

| "Why?" that's a good question young man. He smiled and extended an arm toward the young gentleman "May I first say I thoroughly respect your interest in political life, political awareness is dying out in the young so far as I've seen, but you are certainly a refreshing sight." he cleared his throat and continued. "The appropriation policy as it is termed is not one I find pleasant in the theoretical sense. Taking children at such a young age from their parents is unarguably traumatic, but I believe the laws passed during the Ruusan Reformations regarding the appropriation of children were actually intended to be a kindly one. I believe it's a medical position that the bond between parents and children is formed in the first few days it is less painful to remove them at such a stage?" he shook his head "Frankly, I'm not sure I agree with doing it against the consent of parents. In my twenty years as Watchman on Sullust and Sulon I've referred nine children for appropriation (in twenty years, and I believe this highlights the rarity of Jedi level force sensitivity in general), all of them were with their parents consent, for one reason or another, including one carried to term only on the condition it would be taken away for it was not a child she had planned. Perhaps I am lucky in this. I honestly do not know how I would react if I had to appropriate a child from its mother and father against their will... After I'd explained the plain facts of the benefits and opportunities the Jedi Order offered to young children, especially the poor, to rise from any back ground to be respected members of Republic society.."
He extended a questing finger toward the young man. "I do not need to use the force to say that such benefits are randomly acquired? That we're unfairly rewarded for genetics beyond our control. And I'd broadly agree with the notion that genetics is unfair, however, if our genes allow us to serve the Republic better and help maintain peace, then it's worth doing so." he ran his hand gently across his beard considering.
"The "right" as you call it, is the legal right in Republic law. If the parents do not consent after a full explanation, I would consider the morality of appropriating a child in such circumstances wrong. If these circumstances. Honestly, if I was on Sulon visiting a farmstead where a new child was born with force sensitivity, and his parents wished him to have no part in the order, I'd offer private tuition to the young ones parents where I would train him until he could better make up his own mind... If they refused this, and absolutely wished to have no part in training their force capable child, I would respect that and out of my personal ethical code I would also resign my Watchmanship for failing in my task. I believe, however, that many of my fellow Watchmen simply use their discretion and allow parents unwilling to submit their children for training to go un-noticed, turning a blind eye on paper, while keeping a watch on the youth to make sure they were coping with their abilities, and offer them help as they grew. I do not believe in stealing children, Mr..?"
