Dear Sirs,

We strongly urge you to bring your military forces under a unified fleet organization and abandon the current house-based system. The heads of the current houses have in some cases questions as to their legal right to own a Military Grade craft. Thus, as a word of friendly advice I would suggest consolidating it into one Lorrdian Fleet rather than risking their owners being prosecuted or the vessels seized out of hand (possible but by no means desirable outcomes)

The honor guard of the Houses of Lorrd has been a system which has existed for more than six-hundred years. They act as a reserve force to the Lorrdian Planetary Defense Force and, when in transit, protect the heads of houses and their families. Legally speaking, there are no laws against any House owning military-grade vessels. While I will advise the heads of houses to your statement, I do not believe, until a legal necessity is in place, that the system need be changed.

And you'll have noticed how the Prosecutors Office and Judiciary seem to circle Lorrd like wolves. The simplest thing to do is to have the families form a "Naval Trust Fund" each which owns their military grade or restricted ships, not the individual Lords. This also prevents them being confiscated as assets if there were other rulings against said Houses.

I'm a strict adherant to the Regulations, but I don't want to risk worlds losing defenses due to archaic systems of ownership, I believe founding funds for the purpose of maintaining and supplying such ships for the use of the Houses which are then leased back to the House at a peppercorn rate is the much more sensible system if you don't wish to formally consolidate the Navy of Lorrd. That way, these Trusts can assure all rules and regulations are followed and are (with good trustees) unlikely to be mismanaged. So even in the event a House or its Head is heavily sanctioned, the sanctions wont hurt your world's defense.

Such trusts could be founded on a charter specifying their purposes which can be covenants that cannot be altered by future Trustees.. Securing your ships from those over-enthusiastic Judicials who'd like to confiscate half your world for what was a lapse in judgement, but not one which should be used to punish your people by cutting off their defense forces potentially.
