Please could you give me a list of our assets in the Mid and Outer Rim, both static and mobile. I know many in the Judicial Forces feel they are more suited to patrol their home systems in the Core and this is something I support, Commandant. Leave the Outer Rim to the Trade Defense Force and aid them where needed; decentralizing power to the private sector while also allowing the Judicial Forces to assure the Core and surrounding long settled regions are totally secure zones and another Duros disaster does not occur.

Is there a man among the Senate you'd like to see as Head of the Judicial Forces Committee? I value your opinion.

Attached is the requested report on the constitution of our Mid and Outer Rim forces. In summary, on the Outer Rim, the Invincible-class heavy cruisers Jephtha Tarkin and Tarsus Valorum are currently stationed in the Dolla system to command the Nothoiin Corridor and Eriadu Bypass from Greater Javin to the Seswenna Sector and also to support the Judicial investigation into the Lorrd/Senex arms trade. The Carrack-class cruiser Remember Mizra is conducting counter-piracy and spice interdiction operations on the Llanic Spice Run, presently in the Cor'ric Sector in the vicinity of Andasala.

The Dreadnaught-class heavy cruiser Belderone is rousting smugglers at Junkfort Station in the Tharin Sector to the Galactic North of Hutt Space. Judicial Forces in the region are also monitoring Weequay-Houk tensions on Sriluur. The Light Assault Cruiser Criclamon is enforcing an arms embargo on Melida/Daan, and protecting humanitarian shipments of food and medical supplies to the planet.

Captain Kant of the Consular-class war cruiser Berethon is returning from a tour of the Kanz Sector to re-join the Commiserator group stationed at Botajef to command the Salin Corridor. The Tol Cressa Dreadnaught group is based at the High Port Space Center over Muunilinst, and regularly patrols the Entralla Route and the Braxant Run as far as Garqi to the Galactic South, and Bescane to the North. The Light Assault Cruiser Cambrielle is providing security for famine relief operations on Telos IV, in the Kwymar Sector.

On the Mid Rim, the Commensurate Dreadnaught group is in the Lannik Wilds in position to act as a fast-reaction or incursion force to Ord Wylan. The Consular-class war cruiser Dandrian Ring is on the Great Gran Run in the vicinity of Cerea investigating reports of a slaving ring based on nearby Chalcedon.

In the Chommell Sector, the Carrack-class cruiser Adamant is currently en route to Chommell Minor, and the Sundered Veil-class corvette Freia Kallea is following Cronau radiation emissions in the vicinity of Naboo. Vice Admiral Marly is reporting a distress signal from Naboo—we're currently investigating. The Berooken Dreadnaught group is currently in the Lambda Sector observing the Andoan Free Colonies dispute and supporting an ongoing Judicial investigation into the murder of Jedi Master Nataya in the Ando system.

The Invincible-class heavy cruiser Steadfast is currently in port at Randon, at the intersection of the Randon Run, the Trax Tube, and the Sleheyron and Outlanders' Routes. But it has suffered a hypermatter leak and is currently immobile. The Captor-class heavy munitions cruiser Nomgon's Arm has been dispatched from nearby Kashyyyk to support the Steadfast before the public becomes aware of its vulnerability. The Nomgon's Arm had been investigating the illegal trade in frist shark fins based out of Trandosha, and may have uncovered evidence that this is a front for slave trading—that investigation is temporarily on hold. And, at the request of the planet Centares, the Sundered Veil-class corvette is assisting with customs there.

The overall constitution of our Mid and Outer Rim-based forces is as follows: 10% Dreadnaught-class heavy cruisers, 7% Invincible-class heavy cruisers, 4% Captor-class heavy munitions cruisers, 9% Carrack-class light cruisers, 15% Light Assault Cruisers, 11% Sundered Veil-class corvettes, 18% Consular-class war cruisers, and 26% support ships including CR-70 corvettes and Lucrehulk-class freighters. Of these, 90% are at full operational capacity, up from 82% since I took command of the Judicial Forces this year. Some mechanical problems persist in older ships, such as the Steadfast at Randon. Also, the Sundered Veil-class has turned out to be unexpectedly maintenance-intensive. The refurbishment and re-purposing of such craft (without any need for additional funding) continues to be a priority of mine as Commandant.

You will find additional details as well as information on static installations in the full, attached report. As far as a recommendation for Chairbeing of the "Judiciary Committee" (I think you mean), I have no preference, Sir. I'm not a follower of politics, and as a civil servant I'll work with whoever you deem the appropriate choice.

What would be your view on the strategic redeployment of the larger ships (Heavy Cruisers, etc), along with reasonable escort forces to the Inner Rim, Expansion Region, Colonies and Core in order to bolster the the defenses there?

Do you feel that reorganization of the patrolling forces you have in the Outer and Mid Rims would be better disposed as larger defensive squadrons to be positioned at strategic points able to react where other forces are unavailable? I propose this alongside an increase in the role of the TDF on the Trade Lanes assuring that far from patrol levels being dropped, they'd be redoubled.

You ask for my personal view. I believe that the Republic has never truly regained the ground that it lost on the Outer and Mid Rims in the Battle of Mizra. The Republic has only continued to cede its credibility in these frontier territories in the many hundreds of years since then. But most of the great, society-altering battles of the past were fought on frontiers. There is, in my view, every reason to believe that the astropolitical rot of the Republic over the past thousand years has occurred "from the outside in," and to retreat further from the Outer and Mid Rims would simply invite the rot ever closer to the Core.

That, again, is my personal view. But I am a pragmatic man who is perfectly capable of acknowledging realities. For instance, the power of the Republic is projected not solely through the Judicial Forces, but also through the Republic's private enterprises—the Trade Federation and its Trade Defense Force is a good example of this. Indeed, the TDF has been invaluable to the security of the trade routes over the past 200 years. I am open to an expanded role for the TDF; however, the Trade Defense Force is limited insofar as there are many law enforcement responsibilities that don't and shouldn't belong to a private enterprise that ultimately isn't answerable to the people (and nor, probably, would it consent to be).

But while there are some things only the Judicial Forces must do, I can agree with you that heavy cruiser classes aren't necessary or desirable in many, or even most of such cases. Moreover, a redeployment of such assets to the Inner Rim would indeed enable them to respond more quickly (on balance) to both Coreward and Rimward threats. It remains my personal view that the Republic should increase its visibility on the Mid and Outer Rims, namely through a high-profile counter-piracy campaign for which heavy cruiser classes would occasionally be useful. But I serve at the pleasure of the Chancellor and I consider it my duty to implement whatever your policy may be.

I would be minded to consolidating the heavier ships of the fleet to help secure the areas which have "fallen in between the gaps" the Expansion Region, Inner Rim and also the areas of the Mid Rim outside of the Free Trade area there.

I feel that the Free Trade Zones are very much protected, but these older decaying regions risk backsliding and that needs to be prevented. I would also like to see this force or a significant portion of it being used to conduct exercises to help train the Judicial Forces in larger fleet engagements and for prestige missions etc.

I would propose though, that we consider also requesting donations from benefactors of the Republic to help add to our strength. The Core Founders could hardly refuse nor the big yards and then you can have some brand spanking new ships to bolster the fleet on the Rim, new, fast ships, while the old sluggers can be of better use against the potential risks we might see arise in the Expansion region etc.

Before we consider this though.

I'd like you to conduct exercises around Lannik Space near the Oktos Sector border, sufficiently overtly the despot on the other side of the Border is aware of them. Only for week or so, I hope to bring him to the negotiating table and have him accept Republic sovereignty in time.
