Trade Commission Directive 32459-A
The Trade Commission directs that in the spirit of the Free Trade Zones Legislation and the Unification Accords that Independent Enclaves within Republic Space should not be considered to be suitable vendors of monopolies on Trade Routes that link one area of the Republic to another.
If Independent regions wish to remain so they have that right, but it is not appropriate that they be allowed to profit off Trade which neither is to or from their region. It is doubly inappropriate for a responsible company within the Republic to profit from such agreements or cause Independent enclaves to make profits from them.
We thereby call for a boycott by responsible Businesses on trade with Independent Enclaves which establish "Unfree Trade zones" by applying taxes or levies upon trade which is in no way pertaining to them.
Responsible Businesses will also refrain from effectively making such zones unfree for Trade by purchasing monopolies or exclusive leases on Transportation of goods within these enclaves or upon the rights to the Trade routes within Independent enclaves, where that route at any point is linked to a Republic Trade Route (which in the vast majority of cases are in the Outer Rim Free Trade Areas).
Business may be conducted with independent enclaves but the Trade Commission will push for sanctions if any monopolies are purchased in such enclaves that hamper the flow of commerce. Independent enclaves and their worlds are encouraged to integrate within the Galactic Republic if they wish to be thought appropriate to grant monopolies to responsible companies of the Republic.
