Due to quality concerns, I would like the Military Arms Regulatory Bureau to place an immediate hold on any current or pending Republic contracts with Eriadu-based Quintad Orbital Manufacturing, Inc. while a comprehensive review is conducted into the safety of QOM products and the good maintenance and repair of its equipment and facilities, the quality and origin of raw materials that QOM uses in the construction of its products, and its employment and labor practices. It is important to have such periodic reviews of Republic contractors, and since there has been discussion lately of QOM contracts in particular, I would like us to be up to date.

Do you want us to ask them to freeze work they're already doing and thus have been paid for? I'm willing to be most compliant but I require a detailed breakdown of what you'd like done. Sir, I'm no political official, and never have been, and am willing to follow orders, but I do require a citation of some sort to justify an extensive investigation and freezing contracts. 

I ask this for your sake and not just to protect myself. The Republic could suffer millions in counter-suits if we do not find there to be a major deficiency in their processes or them to be in breach of contract, equally I might be required to ask a Republic Judge for a warrant to invesgiate them, and the Judiciary seem unlikely to grant it unless I can offer some sort of evidence?

I am sure if we are able to wrangle around inside their databanks and manufacturing processes long enough we can probably find some sort of violation, although again we risk a counter-suit if we can't find anything so major as to justify this action, Sir?

I realize there may be politics at stake here, and I have assigned an investigative team to his and had my legal team busy themselves on it. But with respect, discretion must be the better part of valour?

You have misapprehended my purpose. I would never ask you to do anything political, Director. Nor do I propose anything so drastic as to require a warrant. The issues I mentioned—the safety of QOM products, the quality of raw materials used in those products, etc.—are of direct concern to the contracts the Republic has with QOM. I ask you simply to ensure that the Republic is getting the best value for its money, and additionally that QOM has employment and labor practices that are consistent with Republic ideals. I don't want you to "find some sort of violation." Indeed, I hope there is none. But as quality concerns have been raised to me, it behooves us to find out.

It hadn't occurred to me that QOM would refuse to accommodate this investigation. Why would it? But if it does, I do not propose that you seek a warrant to continue the investigation—rather, that the investigation and the Republic's contracts with QOM simply remain on hold until QOM contents itself with the presence of your investigators.

Nor do I expect any liability on our part, as I do not propose to cancel these contracts but simply to place them on hold while your bureau verifies that QOM is satisfactorily upholding its end of said contracts.

What I am asking, Chancellor, with all due respect. Do we have any evidence they are not upholding such regulations? If not this will only be seen as political (which I will still do if it's your order, but I believe it's going to damage both of us) and will alienate the cooperation and understanding we currently have with many of our suppliers.

To the contrary, it's my personal view that this would strengthen the Republic's hand with other contractors. To answer you specifically, I repeat what I said previously; quality concerns about QOM products have been raised with me. But in terms of "evidence"? No, which is precisely why more information is required, no? I leave it to your discretion, Director, but I see no reason why an investigation need be obtrusive in the least, assuming cooperation from QOM executives.

With deepest respect. And having dealt with contract tendering for the Republic for years, we cannot unilaterally freeze or withdraw from a contract unless there's a Judicial ruling that the contract has been breached by one party or another. This will cost the Republic money, sir, no matter which method I use to put a check on production of our craft.

May I humbly advise we leave our craft on the lines, but just hold the process of tendering new contracts while I launch an investigation? We will otherwise simply end up paying QOM damages in addition to the Judicial forces getting their craft late. It is possible for me to launch a highly in-depth investigation into the matters you mention, one scrutinizing every tiny detail down to the quality of stem bolts and workers emotional states.. This will be obstructive but won't guarantee incurring a cost to the Republic...
