| The Cygnus Star Empire is a small Independent border state on the periphery between Hutt Space and the Republic at large.
Traditionally, it's been understood that the Cygnus Star Empire is essentially "The Empire of the Oktos Sector" as they cover the same area.
After the fall of the Ancienne regime, we were able to get scout ships in during the transition of power where there was little border control on the spacelanes. We also spoke to local citizens to discuss where the Empire is and reference with local textbooks.
Marked in yellow is the extent of the Conquests by Emperor Cygnus I who around ten thousand years ago carved out his own region of space as many warlords did. He, however, went respectable and declared himself Emperor and set about becoming a statesman, producing a relatively long lasting Independent Region.
The original borders of the Cygnus Star Empire have shrunk. From their notional de-jure borders (which go well into what we consider in modern times to be "Hutt Space"). The Hutts haven't officially overtaken any worlds within the area that's become de-facto under their rule because they're mostly uninhabited valueless systems, 9 charted uninhabited systems lie within the area of Huttese Control. Also within the area under Huttese control is the Vavatch System, however, located on the Oktos Run, close to the line of control and having little in the way of population, resources or strategic value, [aired with a particularly strange, unstable, militarist and psychotic leadership, has avoided coming under the Hutt yoke (i.e. It's more trouble than it is worth to conquer)
To Coreward of the Line of Control lies the majority of the Empire, 6 inhabited systems and 11 uninhabited systems. In truth, Huttese ships are regular sights here too just as much as on the other side of the line, they simply are ignored by local forces, something which is reciprocated as the various Huttese pirates tend to be travelling along the Oktos Route to hit richer Hyperlanes inside the Republic, or else they're simply drug smuggling ships.
The majority of piracy in the region is small time pirates with converted freighters and no actual military craft are the rule. The general rule is that the further from Tol-Amn you get the less piracy there is (at least since Jamulon Tiure took over). Piracy along the Oktos Route itself is hugely uncommon now, but one suspects, not for the reason that law and order enforcement have improved.
Hutt Clan marked Corvettes are seen curiously regularly in the area along the Oktos Run, and appear to have been deputized to collect a tariff on exports and imports to the area. On Cygnus Prime, there is a growing Huttese community. Economic liberalization, the rolling back of prohibition on all forms of vice etc have promoted what appears to be a modest boom for citizens of the Cygnus Star Empire, with the standard of living rising somewhat remarkably noticeably over the last months of Jamulon Bey's rulership. More jobs have been coming to the Sector, as well as a great deal of Huttese imports, there's more cash around and more jobs as a result. We await time to tell if this is a bubble or sustained development.
