"...and then we come to the Lorrdian government itself, a curious blend of governing referred to as a tricameral parliament. At the head of this system are the three Ruling Houses of Lorrd (for extended information on the Ruling Houses, see article 'The Ruling Houses of Lorrd and the Kanz Disorders: From Nineteen to Three), Garth, Volmen and Stark. These heads of these three Houses make up the primary governing body of Lorrd, akin to an executive branch. The Council of Representation, acting as a middle ground, consists of thirteen personages chosen from outside the House influence and lineage, by vote of the people. The third branch of the tree, called the Chamber of Judgement, consist of the seven judicial personages from the seven major districts that comprise Lorrd. While each portion of the governing body has its own say within its own affairs, major decisions, such as defense, finance, foreign policy, justice, law and order, transport, commerce and industry, internal affairs, and agriculture are decided by approval from all three stations. It is curious to note that a loophole, as many have called it, exists in Lorrdian law stating that, 'a unified vote from all three Ruling Houses may overturn a vote passed by the tricameral, or may place into law any act opposed by the tricameral. (refer to 'Lorrdian Law and Practice XXVII for further information).' Since the inception of the tricameral parliament at the end of the Kanz Disorders, there has been no actual use of this practice, or any recorded event in which such occurred."
