Senator,

There have been many Supreme Chancellors in the nearly thousand years since the Ruusan reforms, almost all of them Human. To name only a few of them from the more recent past: Mezzileen, Eddicus, and not one, but two Valorums in addition to Tarsus. As these thousand years have passed into history, I fear an ugly truth has been revealed; that, whether intentionally or not, Tarsus Valorum's reforms to Senate representation have created a Human-dominated legislature. The demographics of the Republic bureaucracy, including the military, have also become increasingly Human. From the highest echelons of the Republic to the lowest, Human thinking—so often impulsive and prejudiced—is reflected in official policy. Humans are, collectively, the loudest species in the galaxy, and it is increasingly difficult for non-Human species to be heard.

History tells us the dangers of homogeneity. I fear that in the Human supremacist Pius Dea crusades of the past, a glimpse of the future can also be seen. The conclusion I draw from this (considering that the Human race constitutes an ever-growing plurality of the galactic population) is this: that we non-Human senators must form a common interest group. This may be a formal interest group (i.e. a Senate caucus or political party) or an informal voting bloc, with the goal not of promoting some abstract notion of "non-Human interests"—for we non-Human species are many, and don't necessarily have much in common—but of promoting diversity. Because the apparent fact is that if we remain divided as is presently the case, the Human plurality shall continue to predominate this Republic.

I raise this topic now because it is a moment of opportunity for us. Chancellor Pryce is weak—you know well, as a member of the Trade Federation voting bloc, that he has fallen out of favor with the Federation, which propelled him to power in the first place. He is scandal-plagued and corrupt, and the Senate is ready for new leadership. In the coming election, I intend to vote not simply for "a" non-Human candidate, but for "the" non-Human candidate—a candidate with the un-divided support of a large, non-Human interest group.

The election of a non-Human Chancellor would be a mostly symbolic change, but it is an important change, and a change that we can effect in a very short period of time. To this end I ask you Senator, do you intend to stand as a candidate?

Senator Finbar,

I hear your words, and I broadly support your sentiment that we shouldn't be discriminated against simply because we are not primates of the genus Homo. At present I tend to vote with the interests of the Trade Federation, why? Because the Trade Federation is one of the few galactic groups that has a large alien element within its leadership, and furthermore has a solid and fair meritocratic promotion structure which has allowed me to rise from the gutter. I believe with an equal playing field many aliens may be the superiors of humans in certain roles, not to mention equal in almost all. 

The Federation takes the view that Chancellor Pryce's days are numbered in office, but officially takes no line on who would be a suitable candidate to replace him. Personally I would vote for the best candidate. Now as for the possibility of myself being such a candidate? Well I would accept such a nomination but I believe it would be inappropriate to push my name forward in an un-dignified manner and appear to the humans as "power hungry" "greedy" and "devious" as the racist cartoons portray my fellow Neimoidians and I...
