Nomination of Roman Lekpin for Chancellor

Gentlebeings of the Republic Senate:

After much contemplation and reflection, along with a subjective review of the proceedings in this very chamber during my tenure here as Senator of Chandrila, I would like to nominate Mr. Roman Lekpin, of Lorrd, for the post of Chancellor.

Some of you may ask why. Why would the reserved, quiet Senator of Chandrila suddenly decide to speak up and make her voice heard? Because I believe in Roman Lekpin, and I believe that he can bring desperately needed (and wanted) changes to the galaxy.

While he may not be a man of many words, and he is not boisterous or overbearing, he is a man of integrity and character who has shown on more than one occasion that he cares about the well-being of the sentients in this galaxy, as well as the galaxy as a whole. During his time as Senator of Lorrd, Mr. Lekpin has passed a bill condeming slavery as well as an act against the use of biologic weapons.

When Lorrd, his own home planet, was mericilessly attacked, Mr. Lekpin kept a cool head and a calm demeanor to help his people, all the while fielding questions and offers of help from several Senators. I have never, in my life, seen a man maintain that degree of calm in the face of such a crisis. If he can do that when his own home was attacked, can you imagine what he could do in the face of any possible disaster? I, personally, would want someone like Mr. Lekpin in charge if tragedy were to strike.

I have been here a good deal of time less than some of you, but not once since I arrived on Coruscant have I witnessed Mr. Lekpin use a cross word or speciesest term against anyone. He does, however, stand up for what he believes in; fair and equal rights for all beings, and he will not back down if he feels someone is being treated unjustly.

I may be a bit taciturn at times, but I cannot in good concious allow us to be led by anyone except Roman Lekpin. As I have said; he is a man of good character, upstanding moral values, and I believe in him and what he can do for this Galaxy.

It seems there is indeed an abundance of Rimward Candidates; the Trade Federation welcomes this and think's its brilliant how the Free Trade Policies have allowed us to comprehensively revitalize the Outer Rim and over time we hope to continue doing so.

And I certainly understand the weight of your words, Senator Lekpin is indeed a very safe middle of the road Senator. It should be clarified though that representing the world hit by disaster and actually leading the response itself.. he surely represented his world calmly but frankly, he wasn't the one coated in radioactive dust.

The Lorrdian line on slaving is patchy at best, with the whole world under sanction for selling arms to slavers (although not Senator Lekpin's fault) is worrying, as is the fact that much of his government was convicted of negligence. It should also be noted that he very pointedly abstained from Senator Kruus' more legally enforceable motion condemning slavery..

He's certainly been less steady on the notion of annexing unclaimed worlds where there were already existing (if dubious) interests. He was massively critical of the Alderaanian move to develop Jerne but then went on to constantly lobby for Republic protection where Lorrd did exactly the same thing.

I've not seen an awful lot of real.. weight.. to Senator Lekpin, he's just generally about the place advocating Lorrd's interests when I hear from him usually. I certainly think his claim on the Bota world is a brave stance which offers as I understand to trade protection of the system for a percentage of the substance produced. I don't know, but his involvement with an ongoing transaction with the Galactic Republic could be argued to form a conflict of interest? Just a minor worry.

But let us give you a fair hearing Senator Lekpin. Please, in detail, describe your career. And can you explain how you gained your office, a popular election or appointment by the ruling houses?

I assume you don't mean such harsh words, Senator Cynum. While I may not have been 'coated in radioactive dust' as you say, members of my family were on-world at the time.

I would like to take the time here, gentlebeings, to express that having two members of of Lorrd's Ruling Houses convicted of criminal negligence, alongside our former Minister of Trade (although one member was, I should note, pardoned), does not reflect on Lorrd's anti-slavery stance or the government as a whole. Attempting to make it seem so strikes me as slight pettiness. Of course, you are more than welcome to your private opinions, Senator. I can hardly expect you to change your mind without ever having set foot on Lorrd before.

I also see no issue with annexation of unpopulated, unclaimed worlds. Moving in on a world with an obvious population, whether or not for well-intended reasons, may not always work out perfectly. As the old Corellian adage goes, the path to Chaos is paved with good intentions.

For the matter with the Republic and Lorrd, involved at Drongar, if I should be elected, I will be stepping down as Senator of Lorrd, giving the spot to a new elected official. If I am elected Chancellor, I feel that I should be impartial to all worlds, showing favor to none above any other. Naturally, as a Senator, I am bound to represent my world to the fullest and back it when it makes good calls, while defending it should any issues arise.

Much of career speaks for itself in the measures I have proposed. An act to reaffirm the illegal nature of biological weapons; an act to limit and prevent highly destructive ordnance from being utilized against member worlds, whatever the source and of course, staying true to Lorrdian policies, condemnation of slavery. All successful bills, I might add, two of which passed completely unopposed.

I don't wish to appear too long-winded to anyone, so I'll gloss over my early career, unless anyone has specific questions. As to my election, I was elected by popular vote.

As I say, I wish to give you a fair hearing despite my reservations, which remain intact despite your justifications, which admittedly have alleviated some concern.

For the second time I ask.. Please, in detail, describe your career. And can you explain how you gained your office, a popular election or appointment by the ruling houses?

Please also detail your "electoral platform" of policies and positions you hold regarding the key issues of the day and further, please define your first principles..

I do believe I already stated I was elected by popular vote, Senator Cynum. I do hope I'm not boring anyone out there! I'll try to keep the next parts short and sweet.

Senator Cynum, many senators here hold different opinions of what the 'key issues of the day' might be. To expedite the process for you, why don't you tell me what you see as key issues on a personal level, and I shall do my best to respond in kind. We may as well keep to one thing at a time, so the Senate has more of a chance to speak on this.

This equivocation concerns me. I'm not reinventing the wheel for you my friends, write your own manifesto.. But I realize it may take time to do this.

And the detailed breakdown of your career? Perhaps this would be a simple enough thing to present since it's just recounting your own professional life... Or simply presenting us with a copy of your curriculum vitae in the absence of an oral explanation if you wish?

For the record, Senator Lekpin, it is indeed customary for a candidate for Chancellor to describe why he is running and what he intends to accomplish. We know your record as a Senator, but why do you want to be Chancellor? The other candidates have declared what issues they're running on.

I have a question in the meantime. Senator Lekpin, there are many on my world who want the Republic to formally apologize for the so-called "Mandalorian Excision," in which my planet and most of my people were destroyed by the Republic. It was nothing more than an unprovoked act of genocide. I haven't called for such an apology myself because we Mandalorians, too, have much to apologize for. But as Chancellor, what would you think of a mutual apology? Mandalore could conceivably apologize to the Republic and the Republic worlds of Cathar, Serroco, Duro, and so on, if the Republic apologized to the people of Mandalore for the "Mandalorian Excision." Would this not be a positive diplomatic step to strengthen the Republic's relationship with Mandalore?

I believe the reason probably goes like this Senator "I want to run for Chancellor because the Lorrdian Ruling Houses told me to. This way I would be able to use the power of the Chancellory to the advantage of Lorrd."

It's all so much easier to strike illegal arms pacts, which I believe Lorrd will do again, since it's already in negotiations to produce arms with Czerka (galactically accepted to be one of the least law abiding corporations in history) it will all be so much more easy to effect if the Chancellor, their chancellor, could inhibit the Judicial system of the Galactic Republic.

He's clearly a pawn, he's never stood for anything but Lorrdian interests; all well and dandy for a Senator but not acceptable for a Chancellorial candidate. You've directly lobbied on behalf of Members of the Ruling Houses commercial interests in the past; how can you prove to me you'd not do so as Chancellor?

And I hate to agree with Prince Ordan, but we're yet to hear a shred of Senator Lekpin's career and credentials. I think it likely now that he's simply always been the Houses pawn and as we speak they are hastily putting together a document with about as much credibility as it's world's current Government has.

Fine questions, gentlemen. Fine questions across the board, I must say.

Chancellor, let me answer your, and by extension, Senator Pryce's question, first.

I believe in expanding the trading capability of the Republic. I believe that an increased trade flows results in more goods getting marketed faster. More goods sold means more planetary profits, which results in wealthier people across the board, from the highest to the lowest. I realize this is a greatly simplified way of stating the process, but I am choosing the less wordy path over the more. This isn't something I simply plan to speak of either, and then not follow through on. If you'll look down at your datapads, you should see the following image:



Gentlebeings, I give you the future Lorrd-Praadost Trade Route, a work in process soliciting the participation of Lorrd, Prime Minister S'nar of Argazda, the Directorate of Amaltanna, Governor Small of Ereesus, the Council of Nine of Mentanar Vosk, Governor Venz of Kabieroun, the Guild-Sect of Vannan, Scale-Lord Krisst of Kauron, the Council of Thirteen of Thalassia and, last but not least, President Janus of Praadost II. Over the next six months, this massive undertaking will be exploring little-known 'back routes' through the Kanz, Nijune, Meram and Nembus Sectors to institute a route that will bring the hard-to-reach Nijune Sector and elements of the Meram Sector into larger galactic society. Trade, gentlebeings, is the lifeblood of our society.

Health reform is another significant item I wish to reform. Are you aware, gentlebeings, that there are worlds that are lacking in significant medical facilities; that some worlds do not even have a single bacta tank to be found anywhere on planet? Oh, to be sure, many might call these worlds 'backwater' and 'undeveloped,' but that is no reason they should lack proper healthcare! As many of you know, Lorrd recently became involved with a drug known as bota; a drug with incredible properties, rivaling bacta, but so much easier to dispense and utilize. While it is my hope that many Republic worlds will accept bota with open arms, I know this may not be the case. As such, I will be calling upon such worlds with medical expertise, knowledge and means to organize, with me, a way to distribute better healthcare throughout Outer and Mid Rim worlds that require it. No child should die, because they could not find a medical facility in time to cure an illness.

As many of you know, Lorrd has always stood against the bonds of slavery, having suffered it ourselves. Even distanced from the world of my birth, that spirit still lives on within me, no matter how far I may travel. Perhaps it is irony, but even Ereesus, once a world rife with slavers until Argazda struck them low, and then Argazdan slavery over Lorrd, have only served to tie tighter the bonds and beliefs of our worlds within the Kanz Sector. It is a spirit and thought I would see spread across the Republic. The Council of Thirteen, of Thalassia, have even asked for the help of the Kanz Sector to help stamp out the foul practice of slavery in their system. If a system so beset for so many years can ask for aid to affect a change, can we do any less? If elected, I would see specialized Judicial task forces, working in tandem with local governments in systems and sectors where slavery is prevalent, to eradicate this terrible blot on our Republic.

I would see the Judicial Forces gain better funding, so as to better be able to perform their duties with up-to-date equipment and technology. While I am opposed to a Republic military, I do believe that officers of the peace should be able to deal with criminals. In a time when we are seeing more violent crimes, such as the assault on Duro and the terror attack on Lorrd, Judicial Forces must be able to track down culprits quickly, decisively and act to either eliminate or capture threats. The Republic cannot be held down and bent to the whims of criminals, whether they be a low Coruscant street gang, or white collar crime occurring at high levels.

If you'll pardon me a moment, Ambassador Vanden, I see Senator Terrawin has decided to state his piece as well.

Senator, I do believe you mean Senator Cynum? I do not believe Crown Prince Ordan has spoken as of yet. Perhaps it is better not to try to slander a man explaining his stance to the galactic community and to listen.

That being said, Senator Terrawin, where are you professing to have knowledge of illegal arms pacts concerning a Lorrdian company? Or that anyone is in negotiations? Are you referring, perhaps, to a recent Kanz Sector News article written by an overzealous reporter that claimed, if I recall the article's quote, "speculation has arisen of the possibility of a deal between Stark Unified Defense and Czerka Arms?" If so, I can assure you all that Lord Stark's brunch with CEO Riccan Lambo of Czerka Arms was strictly a chance to 'talk shop' in terms of what is selling best on the galactic market at this time. Lord Stark has assured me that no Lorrd-based companies have any intent to merge with Czerka Arms. I'm disappointed in you, Senator Terrawin, taking speculation for fact.

As you've said, though, I have lobbied for Lorrdian interests in the past as their senator. If you would note, I will reiterate that I will be stepping down as Lorrd's senator if I am elected, allowing a new election for senator to take place.

Now, Ambassador Vanden, some history books have painted the Mandalorians as the scourges of the Republic and 'evil dogs of the Sith Empire.' Other historians have painted them as a tragic race, often drawn into conflicts on the wrong side. There have been warlike Mandalorians and Mandalorians such as Mandalore the Preserver, who have lobbied for working alongside the Republic. Personally, I cannot speak with any authority other than what I know. The New Mandalorians have shown themselves to be a peaceful people, forsaking many of your culture's warlike ways. I hear that they even forgo the traditional armor your people once wore. That being said, I would fully support an apology from Mandalore to the Republic and worlds it has affected, as well as an apology from the Republic to Mandalore. The Mandalorian Excision occurred over six hundred years ago. Six hundred years, gentlebeings. That is a long time for a wound to fester, a very long time. Fortunately, it would appear we can mend this wound. I concur, Ambassador Vanden, that it would be a step in the right direction.

Gentlebeings, if elected, I cannot do all of this alone. I will need to count upon many of you to assist me in the forms of committees, advisers and a worthy Vice-Chair. I shall be looking forward to working with you all, no matter the position.
