I'm not one to discriminate based on backgrounds or species of Senators. I believe that as an unexpected choice you are ideal because you're precisely what the other party would not expect.. Which is ideal. Always keep your opponent, even in diplomatic matters, on the back foot.

This Embassy will as a matter of course have the kind of escort required, i.e. A force of such overwhelming power it could defeat the whole Cygnite Navy, in case of any misunderstandings and to assure total protection for you and your delegation.

The Treaty of Cygnus Prime
THE GALACTIC REPUBLIC regarding fraternal Favor the rulers of the Cygnus Star Empire and anxious to protect their just Rights and Property and to secure to them the enjoyment of Peace and Good Order has deemed it necessary in consequence of the great number of Republic Citizens who have already settled in the Cygnus Star Empire and the rapid extension of intercourse both from Republic Member Worlds and various non-Member affiliates which is still in progress to constitute and appoint a functionary properly authorised to Administer Governance in accordance with the Galactic Constitution and especially the rights of Sentience for the recognition of The Galactic Republic's Sovereign authority over the whole or any part of those worlds – The Republic therefore being desirous to establish a Galactically recognized form of Civil Government with a view to avert the evil consequences which must result from the absence of the necessary Laws and Institutions alike to the native population and to Republic Citizens has been graciously pleased to empower and to authorise the Emperor of the Cygnus Star Empire, Jamulon Tiure, the right of Government of such parts of the Cygnus Star Empire which are not hereafter ceded to the Galactic Republic to invite the Cygnus Star Empire to sign the following terms
Article the first [Article 1]
The Cygnus Crown Government of the Cygnus Star Empire and the separate and independent sub-entities within it, cede to The Galactic Republic absolutely and without reservation all the rights and powers of Sovereignty which The Cygnus Crown Government of the Cygnus Star Empire and the separate and independent sub-entities within it respectively exercise or possess, or may be supposed to exercise or to possess over their respective Territories as the de-facto sole sovereigns thereof. In the event of an irreconcilable breakdown of law and order within the Cygnus Star Empire, the Galactic Republic may appoint a Governor-General to govern until order is restored.
The Cygnus Star Empire shall be designated the Cygnus Autonomous Territory of the Galactic Republic which shall be considered synonymous with the Oktos Sector. It shall not have a Senate seat but may have an Observer present in the Chamber who is entitled to the floor but has no voting rights.
Article the second [Article 2]
The Galactic Republic confirms and guarantees to the Cygnus Crown Government, it's heirs and successors etc, the full exclusive and undisturbed possession and autonomous Governance of their worlds and other properties which they may collectively or individually possess so long as it is their wish and desire to retain the same in their possession; but the Cygnus Star Empire yields to the Galactic Republic the exclusive right of Preemption over the Ord Wylan System, as a Historical Member of the Galactic Republic.
Commercial cases or disputes involving any party not from within the Cygnus Star Empire will be governed by the Trade Commission which shall consider both Republic and Cygnite law when making their decision.
Article the third [Article 3]
The Cygnus Star Empire's citizens are accorded freedom of movement and the right to Republic Citizenship. The Cygnus Star Empires courts shall be empowered to rule on all matters occurring within their own space, according to their own laws (which do not involve breaches of the Galactic Constitution and it's amendments and additions), including their rights over the Trade Route through the Oktos region they currently tax. The legislative traditions of the Cygnus Star Empire shall be permitted to continue and Galactic Republic law shall be subordinate to local law except with regard to the Galactic Constitution, it's amendments, reforms and additions. Law enforcement will be left to local forces and not the Judicial Forces, however, Jedi may operate within its space. In the event of a state of emergency, if the Cygnite Crown declares a state of Emergency it may request Republic aid.
Article the fourth [Article 4]
The Cygnus Star Empire shall cede the damaged Invincible-class Heavy Cruiser downed on Cygnus Prime as tribute to the Galactic Republic and pay an annual subscription or tribute of 50 million Republic Credits to pay for the maintenance of the rebuilt ORD on Ord Wylan and to contribute to general taxation.

| As I say. You'll be in a position of some quite intimidating military strength...
Do you not think Ord Wylan would make an ideal location off the beaten track for the Science Ministry to establish a base for its non-public experimentation for new ship components etc and also with relatively few locals in the interior Taiga and Steppe it lends itself to being used as a proving ground. It would be a useful place for us to bring proposed new designs for testing away from the Republic's often over inquisitive Journos and Students who seem to make testing in civilized systems of even a laser cannon risking someone's spacewalk?

| Chancellor, I believe Ord Wylan is too new to us to be an effective base of operations for an immediate use of the Science Ministry to capitalize upon. It's worth mentioning that Cygnus space is also home to the Vavatch System, which happens to be the home of an unpleasant fellow named Kerubiel, who has caused problems for the Republic before. Erecting any sort of facility there before he is detained or dealt with is something I would advise highly against.
